Connecting ideas and inspiring change: Highlights from the Youth Policy Dialogue in Montenegro and RYCO Western Balkans Youth Forum

In early June, YEAs came together with other young leaders from across the Western Balkans, the European Union, Moldova, Ukraine, Norway, and the United Kingdom in Montenegro, for the Youth Policy Dialogue and the RYCO Western Balkans Youth Forum. The two back-to-back events created a unique platform for participants to exchange experiences, strengthen regional cooperation, and contribute youth-led recommendations on some of the most pressing challenges facing Europe and the Western Balkans. Discussions explored topics including foreign information manipulation, peace and reconciliation, the European Union’s role as a political partner, sustainability, innovation, and opportunities for young people.
Throughout both events, participants worked collaboratively in thematic groups to develop concrete policy recommendations while engaging in interactive workshops, panel discussions, and networking activities. A reconciliation workshop offered valuable insights into peacebuilding in the Western Balkans, while visits to Europe House Bar showcased initiatives promoting civic engagement at the local level. At the RYCO Western Balkans Youth Forum, participants applied the backcasting methodology to envision an ideal Western Balkans in 2030 and identify the practical steps needed to achieve that vision. The process ensured that young people were not only sharing their perspectives but actively shaping long-term solutions for the region.
The outcomes of both events will contribute to future policymaking, with recommendations being presented to governments’ representatives and European stakeholders. Participants also delivered a collective video message to Ms. Kaja Kallas, highlighting their key proposals and reaffirming the importance of meaningful youth participation in decision-making. YEAs described this experience as an inspiring opportunity to collaborate with peers from diverse backgrounds, exchange ideas on the future of the region, and demonstrate that young people are ready to play an active role in building a more peaceful and resilient Europe.
