EU for Property Rights (EU4PR)
Project Description
The EU for Property Rights project is funded by the European Union and implemented by the United Nations Office for Project Services (UNOPS), with the main beneficiaries being the Albanian State Cadastre Agency (SCA) and the Agency of Rural Development and Agriculture (ARDA). The project supports the modernisation of Albania's property rights system through improved cadastral services and business process optimisation and modernisation of cadastre, digitalisation of cadastral maps, data enhancement and improvement, first-time registration of cadastral zones, support to the Land Parcel Identification System (LPIS), and strengthening of institutional capacities.
It is structured around two primary outcomes: Outcome 1: Enhanced, Transparent, and Digitised Land Administration System, which focuses on strengthening the capacities and services of the State Cadastre Agency (SCA); and Outcome 2: Improved Capacity for the Land Parcel Identification System (LPIS), which supports the Agency for Agricultural and Rural Development (ARDA) in the preparation of the LPIS. The project directly supports Albania’s alignment with the EU Acquis, specifically targeting reforms required for accession (Chapter 23: Judiciary and Fundamental Rights, and Chapter 11: Agriculture and Rural Development).
Specific Objective
• Business Process Review of SCA services, supporting key SCA services through the land business value chain to improve efficiency, consistency, and service delivery.
• Digitisation of approximately 39,000 cadastral paper maps (2664 cadastral zones), scanned, georeferenced, and vectorised, with quality control running in parallel to ensure reliability and usability of the outputs.
• Enhanced data quality in selected cadastral zones, and first-time registration activities in prioritised zones
• Targeted support to ARDA in relation to preparation for the EU-compatible Land Parcel Identification Systems (LPIS).
Expected Results
• Increased transparency, accessibility, and public trust in property rights administration and land-related services by improving efficiency and citizen-oriented delivery of cadastral services through the optimisation of SCA business processes and enhanced institutional capacities.
• Digitised as-is cadastral maps, enabling accessible property information.
• Enhanced quality and reliability of cadastral data in selected cadastral zones through targeted data improvement activities.
• Improved institutional capacities of SCA and ARDA for property and land management in line with European standards and best practices.
• Enhanced preparedness for the implementation of an EU-compatible Land Parcel Identification System (LPIS), supporting Albania's alignment with EU agricultural and land management requirements.
