Project Description
The 'Development of Economic Operator Registration and Identification (EORI2) and Uniform User Management & Digital Signature (UUM&DS) systems' project supports North Macedonia’s EU accession process by advancing the alignment of its customs system with EU standards and requirements. It focuses on modernising customs procedures, simplifying inspections and formalities related to the movement of goods, and strengthening the interoperability of national and EU customs systems.
The action contributes to the country’s digital agenda through the development and upgrade of customs IT systems in line with the EU Multi-Annual Strategic Plan for Electronic Customs. It supports the introduction of key EU-compatible tools, including the Single Administrative Document (SAD), and enables the interconnection between national and EU customs systems.
By establishing modern, integrated and user-oriented digital solutions, the project improves the efficiency, transparency and accessibility of customs services for economic operators, while enhancing compliance with EU legislation and facilitating trade.
Specific Objective
The overall objective is to ensure alignment of North Macedonia’s customs system with EU requirements through the establishment of a unified system for the management and identification of external users and their access to customs services.
The specific objectives are:
• To establish a unified system for registration and identification of economic operators and external users.
• To enable secure and streamlined access to national and EU customs systems.
• To support the development and implementation of interoperable customs IT systems in line with EU standards.
• To enhance the efficiency, transparency and user-friendliness of customs procedures and services.
• To strengthen institutional and technical capacities for managing modern electronic customs systems.
Expected Results
• An established and operational Economic Operators Registration and Identification System (EORI2), ensuring a unified system for registration and identification of economic operators in the customs domain.
• A functional Unified User Management and Digital Services (UUM&DS) system, enabling secure traders' access to multiple customs IT systems in line with EU requirements.
• Developed, tested and fully operational customs IT systems, including functional and technical specifications, system interfaces and integration with national and EU systems.
• Strengthened interoperability between customs and other relevant government systems, supporting efficient data exchange and coordinated operations.
• Enhanced capacities of customs administration and economic operators through training, documentation and support for effective use of the systems.
• Improved efficiency and transparency of customs procedures, facilitating trade and contributing to alignment with the EU electronic customs environment.
