Project Description
The Institutional Consultant is supporting the overall WPIP/MIP V Programme Implementation with measures strengthening the institutional capacities of AKUK. It is supporting it with the aggregation of the different Implementation Consultants' reports from all six UKRs, where the investment measures are implemented.
The Business Plans for the UKRs and the regular annual updates during the project period are an important way to summarise, present and analyse all support measures provided to the six UKRs and to enable AKUK, in this way, to understand, monitor and evaluate the development of their new regional companies and to make informed management decisions for improving performance and sustainability of the UKRs.
The support measures provided by the Implementation Consultants contribute to improved and affordable access of the population in the programme areas to safe drinking water supply, sewer services and increased centralised treatment of collected wastewater.
Specific Objective
• Enhance the sustainability of selected municipal utilities, with improved planning, operation and integrity management and climate resilience.
• Improved and affordable access for the population in the programme areas to safe drinking water supply, sewer services and increased centralised treatment of collected waste water, monitored in accordance with EU directives.
Expected Results
• Referring to sustainability: 100 % coverage of Direct Operational Costs; reduction of water losses; adapted tariff plans; improved invoicing; collection rate constantly over 85 %; verified improvement of good governance.
• Referring to storm water: 30,000 persons with increased resilience to storm water incidents in Lezha.
• Referring to waste water: 152,000 population effectively connected to operational waste water collection with centralized treatment systems, monitored in accordance with EU directives.
• Referring to drinking water: increased population effectively connected to improved and/or new drinking water network. Increased average daily water supply hours from 13 to 16 hours.
