Terms and conditions of the vloggers call for applications

Article 1: Theme of the EU Regional Communication Programme for the Western Balkans - 3rd awareness campaign - vloggers call for applications

A road trip across the Western Balkans region is the core activity of the “Made of us” campaign of the WeBalkans project. Six young residents coming from Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, and Serbia will participate in the journey, together with six EU citizens. The beauty and growth potential of the region will be the focus of the 12 vloggers’ content production, and a selection of EU-funded projects will be an important part of the story they will tell.

A call for applications will be launched on 7 December to select the participants coming from the Western Balkans.

This initiative is part of the EU Regional Communication Programme for the Western Balkans. The call for applications is funded by the European Union and implemented by a communication agency, Pomilio Blumm srl.

The Terms & Conditions presented here apply at every phase of participation in this project. Dates are subject to change in the following cycles of selection.

The Call is open to all applicants who meet the criteria outlined in Article 3.

The 12 video content creators of the “Made of us” campaign will travel across the Western Balkans Six, they will record their experiences and disseminate the content through social media channels. Each couple will follow one itinerary, made up of several steps, in one of the Western Balkans Six for one week, with a final diary of:

All travel and accommodation expenses throughout the trip will be covered by the WeBalkans programme. In addition, a small fee per day will be paid to the winning participants.

Article 2: Application deadline

Submission deadline: from 7 December 2022, 12:00 CET to 7 January 2023, 23:59 CET.

Applications must be submitted online via the application form. Applications submitted via physical documents, letters, CVs, and so on, will not be considered eligible applications to the project.

Article 3: Participation requirements

Selection criteria

We are looking for young content creators (video, photography and social media mainly) from the Western Balkans Six willing to tell stories about their region in their own personal way. Applicants should be interested in the growth and development of the region in the following areas: environment and climate change, connectivity, digital, equality, inclusion, culture, employment and youth, SMEs development, regional cooperation and sharing EU values.

Only fully completed applications submitted via the online form will be eligible for acceptance into the “Made of us” campaign application process. Article 4: Exclusion criteria

Submissions that fall into any of the following categories will be deemed ineligible:

Applications that are ineligible will be automatically excluded from the selection process without prior notification. The WeBalkans Project Management Team has sole discretion to determine an entry’s eligibility. The organisers reserve the right to reject submissions/entries without providing supporting reasons or notice.

There is no legal recourse if an application is disqualified for the above-stated reasons.

Article 5: Selection process

Among the eligible candidates, 24 shortlisted applicants will be selected by an internal qualified jury based on the criteria listed in Article 3 and 4. These will be announced beginning 2023. They will be then evaluated, and selected by a technical Jury, based on the criteria listed in Article 3 and 4.

Please note that there is a period of five days to discuss internal negotiations and the signing of the contract with the EU Regional Communication Programme for the Western Balkans, during which any potential enquiries from third parties with regards to the selection process may be directed to [email protected].

The winners of this competition call will be published on webalkans.eu and on the official WeBalkans social media channels.

The eligible applicants who are unsuccessful will remain in the EU Regional Communication Programme for the Western Balkans database for potential future events and activities, from which they can opt out at any time.

What about the EU vloggers?

The EU candidates will not be part of this application process. 12 content creators will be selected via a professional platform, based on the same criteria. The final 6 will be chosen by the Technical Jury.

How will the pairs be sorted?

The Technical Jury will suggest the vloggers pairs based on their skills and areas of expertise, but the final couples will be confirmed during the training phase in Brussels, with the support of a professional facilitator.

Article 6: Video content and intellectual property rights

Applicants are required to upload their video presentation, Instagram post (a screenshot will be sufficient), reel, and motivational letter (350-500 words max.) via the application form. Only video clips in the .mp4 or .mov extension will be accepted by the system. The video should have a duration of 1 minute maximum, and be up to 90 MB in size. Video clips that do not meet these standards will not be considered.

By agreeing to these Terms & Conditions, applicants authorise the EU Regional Communication Programme for the Western Balkans:

The EU Regional Communication Programme for the Western Balkans guarantees that personal data relating to applicants are processed according to the rules set by Regulation (EU) 2018/1725 of the European Parliament and the Council of 23 October 2018 (repealing Regulation (EC) No 45/2001). Data may be archived by the European Commission.

The applicant understands that as the data’s subject, they have the right to access data, be informed on the existence and extent of data processing, rectify incorrect personal data, and oppose further processing, on serious and legitimate grounds.

Article 7: Responsibility and fair play

The EU Regional Communication Programme for the Western Balkans reserves the right to disqualify and/or exclude a participant in the event that the presented Terms & Conditions are not respected, and/or unacceptable behaviour is demonstrated at any point throughout the duration of the project.

The European spirit, fair contest, respect, friendship, team spirit, equality, respect for written and unwritten rules such as integrity, solidarity, tolerance, care, excellence, and joy, form the building blocks of the ‘fair play’ concept that is being promoted by WeBalkans.

The EU Regional Communication Programme for the Western Balkans and the European Commission reserves the right to be the deciding party in the event of unforeseen circumstances, or in the amendment of rules, during the course of the entire duration of the “Made of us” campaign initiative.

Article 8: Disability policy

The “Made of us” campaign initiative welcomes applications from young people with disabilities who satisfy the application criteria. WeBalkans will, to the best of its efforts, ensure that a vlogger with disabilities is able to fully participate in the entire journey, as priorly agreed with the participant.

Article 9: Privacy policy and data protection

The EU Regional Communication Programme for the Western Balkans guarantees that personal data relating to applicants are processed according to the rules set by Regulation (EU) 2018/1725 of the European Parliament and the Council of 23 October 2018 (repealing Regulation (EC) No 45/2001). Data may be archived by the European Commission.

Data requested will only be used for the purpose of selecting chosen applicants and enabling the activities of the “Made of us” campaign.

The Privacy Policy (https://www.webalkans.eu/privacy-policy) of the EU Communication Programme for the Western Balkans explains how the project uses their personal data and how the privacy of said data is protected.

Applicants may exercise the right to recourse at any time to the European Data Protection Supervisor.

By agreeing to these Terms and Conditions, candidates give their consent to the processing of their personal data to the extent necessary for the achievement of the purposes mentioned above.

Article 10: Applicable law

This project is governed by EU law. The Court of Justice of the European Union shall have sole jurisdiction to hear any dispute between the Union and any beneficiary concerning the interpretation, application, or validity of the rules of this project, if such dispute cannot be settled amicably.

The EU Regional Communication Programme for the Western Balkans reserves the right to terminate the complaint procedure at any moment if inappropriate behaviour or tone of voice are demonstrated on behalf of the complainant.

Article 12: Responsibility and force majeure

The EU Regional Communication Programme for the Western Balkans and/or the European Commission cannot be held accountable for any form of harmful online behaviour outside of the channels controlled and managed by the organisers themselves.

The EU Regional Communication Programme for the Western Balkans and/or the European Commission cannot be held responsible for the cancellation, postponement, or modification of the dates or activities of “Made of us” campaign due to unforeseen circumstances.

Article 13: Acceptance of conditions

Participation in any part of the “Made of us” campaign and the related road trip implies full acceptance of the above regulations.

By accepting the terms and conditions you are also accepting the addendum to the Term and Conditions - Guidelines for Conduct as a Traveller of the “Made of us” campaign.

* This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
