N\u00eb dhjetor 2022, 38 operator telekomunikacioni nga BE-ja dhe Ballkani Per\u00ebndimor ran\u00eb dakord t\u00eb ulnin tarifat roaming t\u00eb internetit. Kjo marr\u00ebveshje midis Ballkanit Per\u00ebndimor dhe BE-s\u00eb ka hyr\u00eb n\u00eb fuqi nga 1 tetori 2023, q\u00eb do t\u00eb thot\u00eb se roaming-i i internetit \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb i p\u00ebrballuesh\u00ebm si p\u00ebr shtetasit ashtu edhe bizneset n\u00eb k\u00ebto rajone.\u00a0 K\u00ebta operator u angazhuan vullnetarisht p\u00ebr t\u00eb zvog\u00ebluar hendekun midis tarifave brenda vendit dhe roaming-ut p\u00ebr p\u00ebrdorimin e internetit, kur udh\u00ebtoni n\u00eb t\u00eb dyja drejtimet midis BE-s\u00eb dhe Ballkanit Per\u00ebndimor. Uljet fillestare t\u00eb \u00e7mime jan\u00eb duke u zbatuar aktualisht nga operator\u00ebt pjes\u00ebmarr\u00ebs t\u00eb telekomunikacionit. Shum\u00eb prej tyre ofrojn\u00eb paketa me \u00e7mime n\u00ebn kufijt\u00eb maksimal\u00eb t\u00eb p\u00ebrcaktuar, duke i b\u00ebr\u00eb ato t\u00eb aksesueshme p\u00ebr nj\u00eb gam\u00eb t\u00eb gjer\u00eb konsumator\u00ebsh. Ulje t\u00eb m\u00ebtejshme jan\u00eb planifikuar p\u00ebr vitin 2026, duke ndjekur k\u00ebshtu rrug\u00ebn e p\u00ebrcaktuar, me synimin p\u00ebr t\u2019i b\u00ebr\u00eb tarifat roaming m\u00eb af\u00ebr \u00e7mimeve t\u00eb vendeve, deri n\u00eb vitin 2028.<\/p>\n \n

P\u00ebr shkak t\u00eb profesionit t\u00eb tij, z. Gacaferri udh\u00ebton shpesh n\u00eb vendet e BE-s\u00eb p\u00ebr t\u00eb marr\u00eb pjes\u00eb n\u00eb ekspozita turistike dhe p\u00ebr t\u00eb bashk\u00ebpunuar me partner\u00ebt e tij n\u00eb BE. Kjo arritje sh\u00ebrbeu si hap paraprak p\u00ebr diskutimet lidhur me uljen e tarifave roaming q\u00eb lidhin Ballkanin Per\u00ebndimor dhe BE-n\u00eb. Ajo pohon: “Pas zbatimit t\u00eb RLAH-s\u00eb rajonale, komisioneri V\u00e1rhelyi b\u00ebri nj\u00eb takim inaugurues p\u00ebr operator\u00ebt e telekomit t\u00eb BE-s\u00eb dhe Ballkanit Per\u00ebndimor. N\u00eb vitin 2018, u p\u00ebrcaktua se shtrirja e Roam Like at Home n\u00eb Ballkanin Per\u00ebndimor nuk ishte ligj\u00ebrisht e realizueshme. P\u00ebr rrjedhoj\u00eb, ulja e tarifave roaming midis Ballkanit Per\u00ebndimor dhe BE-s\u00eb duhej t\u00eb mb\u00ebshtetej nga Marr\u00ebveshjet Vullnetare Tregtare, duke pasur parasysh modelet e biznesit t\u00eb operator\u00ebve, interesat komerciale dhe pajtueshm\u00ebrin\u00eb me rregullat p\u00ebrkat\u00ebse t\u00eb konkurrenc\u00ebs dhe tregtis\u00eb. Procesi i negociatave u mbik\u00ebqyr nga K\u00ebshilli i Bashk\u00ebpunimit Rajonal, n\u00eb bashk\u00ebpunim me Komisionin Evropian dhe DG NEAR, me kontributin e k\u00ebshillave nga DG CNECT. Raunde t\u00eb shumta negociatash u zhvilluan midis BE-s\u00eb dhe operator\u00ebve t\u00eb Ballkanit Per\u00ebndimor p\u00ebrpara se t\u00eb miratohej dhe t\u00eb n\u00ebnshkruhej deklarata p\u00ebrfundimtare e roaming-ut vullnetar m\u00eb 6 dhjetor 2022, gjat\u00eb Samitit BE-Ballkan Per\u00ebndimor.<\/p>\n

Pas n\u00ebnshkrimit t\u00eb deklarat\u00ebs, negociatat rifilluan duke p\u00ebrcaktuar kufijt\u00eb e sakt\u00eb t\u00eb \u00e7mimeve p\u00ebr uljen e tarifave roaming, p\u00ebr sh\u00ebrbimet roaming t\u00eb internetit. Deri m\u00eb 1 maj 2023, gjithsej 36 operator\u00eb, p\u00ebrfshir\u00eb k\u00ebtu grupet e njohura t\u00eb BE-s\u00eb si DT, Orange, A1, United Group dhe 4IG, si dhe operator\u00ebt e Ballkanit Per\u00ebndimor, kishin n\u00ebnshkruar marr\u00ebveshjen p\u00ebrfundimtare. Ata ran\u00eb dakord p\u00ebr t\u00eb ndjekur hapat si m\u00eb posht\u00eb: Duke filluar nga 1 tetori 2023, kufiri i \u00e7mimit t\u00eb internetit do t\u00eb jet\u00eb 18 EUR\/GB, nga 1 janari 2026 do t\u00eb jet\u00eb 14 EUR\/GB dhe nga 1 janari 2028 do t\u00eb jet\u00eb 9 EUR\/GB.<\/p>\r\n\r\n

38 operator\u00eb telekomunikacioni\u00a0nga BE-ja dhe Ballkani Per\u00ebndimor kan\u00eb r\u00ebn\u00eb dakord p\u00ebr ta b\u00ebr\u00eb roaming midis Ballkanit Per\u00ebndimor dhe BE-s\u00eb m\u00eb t\u00eb p\u00ebrballuesh\u00ebm\u00a0p\u00ebr qytetar\u00ebt dhe bizneset n\u00eb t\u00eb dyja rajonet, n\u00eb nj\u00eb proces q\u00eb mb\u00ebshtetet nga K\u00ebshilli i Bashk\u00ebpunimit Rajonal (RCC) dhe Komisioni Evropian. Kjo marr\u00ebveshje p\u00ebrputhet me Deklarat\u00ebn Roaming t\u00eb n\u00ebnshkruar n\u00eb Samitin e dhjetorit midis BE-Ballkani Per\u00ebndimor <\/a>n\u00eb Tiran\u00eb.<\/p>\n

Si rezultat i marr\u00ebveshjes vullnetare, operator\u00ebt u angazhuan q\u00eb ta zvog\u00eblonin hendekun midis tarifave brenda vendit dhe roming-ut p\u00ebr p\u00ebrdorimin e internetit n\u00eb t\u00eb dyja drejtimet, midis BE-s\u00eb dhe Ballkanit Per\u00ebndimor. Nivelet maksimale t\u00eb \u00e7mimeve t\u00eb shitjes me pakic\u00eb (“kufijt\u00eb e \u00e7mimeve”) p\u00ebr 1 gigabajt do t\u00eb ulen nga tetori 2023 n\u00eb 2028 si m\u00eb posht\u00eb: 18 euro nga 1 tetori 2023<\/u>, 14 euro nga 2026 dhe 9 euro nga 2028. Parashikohen rishikime vjetore p\u00ebr vler\u00ebsimin e ndikimit dhe p\u00ebr hapat pasues<\/p>\r\n\r\n

Sara Mei\u0107 nga DG NEAR thekson r\u00ebnd\u00ebsin\u00eb e deklarat\u00ebs, si iniciativa q\u00eb rrit nivelin e para shikueshm\u00ebris\u00eb dhe ndihmon n\u00eb parandalimin e tronditjes s\u00eb klient\u00ebve nga faturat. Gjithashtu tregon q\u00ebllimin e mir\u00eb t\u00eb tregut. N\u00eb fazat e ardhshme, Komisioni Evropian synon ta zgjeroj\u00eb k\u00ebt\u00eb iniciativ\u00eb, duke p\u00ebrfshir\u00eb operator\u00ebt e telekomit q\u00eb aktualisht nuk jan\u00eb pjes\u00eb e procesit. P\u00ebr m\u00eb tep\u00ebr, ata do t\u00eb p\u00ebrpiqen t\u00eb ulin m\u00eb tej kufijt\u00eb e \u00e7mimeve n\u00ebp\u00ebrmjet procesit t\u00eb rishikimit vjetor.
