T\u00eb mb\u00ebshtetur nga Projekti Rajonal i Riintegrimit t\u00eb t\u00eb Kthyerve (Regional Returnee Reintegration<\/em>) (RRR) i financuar nga BE, i zbatuar nga UNDP, 56 t\u00eb kthyer t\u00eb rritur n\u00eb Maqedonin\u00eb e Veriut jan\u00eb kthyer n\u00eb shkoll\u00eb, tani duke punuar shum\u00eb p\u00ebr t\u00eb p\u00ebrfunduar arsimin fillor dhe p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar perspektivat e tyre t\u00eb pun\u00ebsimit.<\/p>\n \n

Nga ana tjet\u00ebr, f\u00ebmij\u00ebt e kthyer ndeshen me sfida t\u00eb ve\u00e7anta lidhur me arsimin pas kthimit t\u00eb tyre. K\u00ebto sfida mund t\u00eb p\u00ebrfshijn\u00eb procese administrative q\u00eb lidhen me njohjen e arsimimit t\u00eb tyre paraprak, si dhe v\u00ebshtir\u00ebsit\u00eb e p\u00ebrshtatjes n\u00eb nj\u00eb mjedis t\u00eb ri shkollor. N\u00ebse lihen t\u00eb pazgjidhura, k\u00ebto sfida mund t\u00eb rezultojn\u00eb q\u00eb f\u00ebmij\u00ebt ose t\u00eb p\u00ebrs\u00ebrisin notat ose ta braktisin shkoll\u00ebn fare. Nj\u00eb vendim i till\u00eb do t\u00eb kishte nj\u00eb ndikim t\u00eb thell\u00eb n\u00eb t\u00eb ardhmen e tyre. P\u00ebr t\u00eb zbutur k\u00ebto sfida, organizatat joqeveritare lokale (OJQ-t\u00eb), me mb\u00ebshtetjen e projektit RRR, po ndihmojn\u00eb t\u00eb kthyerit t\u00eb ken\u00eb akses n\u00eb sh\u00ebrbime t\u00eb ndryshme qeveritare pas kthimit t\u00eb tyre, duke p\u00ebrfshir\u00eb regjistrimin e f\u00ebmij\u00ebve t\u00eb tyre n\u00eb shkollat \u200b\u200blokale. Deri m\u00eb sot, projekti RRR ka leht\u00ebsuar qasjen e disa sh\u00ebrbimeve qeveritare t\u00eb mbi 380 t\u00eb kthyerve n\u00eb Maqedonin\u00eb e Veriut.<\/p>\r\n\r\n

\u201cPara s\u00eb gjithash, un\u00eb aspiroj t\u00eb b\u00ebhem nj\u00eb individ i ditur. Projekti \u2018Reintegration of Returnees in the Western Balkans\u2019 fokusohet n\u00eb trajtimin e pengesave kryesore p\u00ebr ri-integrimin socio-ekonomik t\u00eb t\u00eb kthyerve t\u00eb cenuesh\u00ebm n\u00eb Ballkanin Per\u00ebndimor. Projekti \u00ebsht\u00eb pjes\u00eb e Pre-accession Assistance (IPA) II Multi-Country Action, EU support to Fundamental Rights of Roma Community, dhe Reintegration of Returnees, besuar UNDP-s\u00eb, World Bank, dhe Council of Europe. \u00a0Projekti vler\u00ebson hendeqet n\u00eb politika dhe institucione n\u00eb t\u00eb gjith\u00eb Ballkanin Per\u00ebndimor dhe leht\u00ebson dialogun rreth mekanizmave p\u00ebr zbatimin e monitorimit t\u00eb politikave t\u00eb ri-integrimit dhe programeve. Metula Ismailoska, nj\u00eb 29-vje\u00e7are e kthyer nga Gjermania, gjeti frym\u00ebzim p\u00ebr t’u rikthyer n\u00eb arsim p\u00ebrmes f\u00ebmij\u00ebve t\u00eb saj n\u00eb mosh\u00eb shkollore. Ajo e kishte l\u00ebn\u00eb shkoll\u00ebn her\u00ebt, u martua n\u00eb nj\u00eb mosh\u00eb shum\u00eb t\u00eb re, dhe m\u00eb pas, me bashk\u00ebshortin e saj, nisi nj\u00eb udh\u00ebtim nga Maqedonia e Veriut n\u00eb k\u00ebrkim t\u00eb nj\u00eb jete m\u00eb t\u00eb mir\u00eb jasht\u00eb vendit brenda Bashkimit Evropian. Mungesa e arsimit formal shquhet si nj\u00eb kontribuues i madh n\u00eb sfidat e shumta me t\u00eb cilat p\u00ebrballen shum\u00eb t\u00eb kthyer n\u00eb Maqedonin\u00eb e Veriut, nj\u00eb grup i p\u00ebrb\u00ebr\u00eb kryesisht nga individ\u00eb t\u00eb komunitetit Rom. Sipas nj\u00eb ankete t\u00eb vitit 2022 t\u00eb kryer nga projekti RRR, 57% e personave nga komuniteti Rom n\u00eb P\u00ebrlep nuk kan\u00eb arsim formal. Duke i b\u00ebr\u00eb jehon\u00eb p\u00ebrvojave t\u00eb Ajnurit dhe Metul\u00ebs, historit\u00eb e jet\u00ebs s\u00eb shum\u00eb t\u00eb kthyerve pasqyrojn\u00eb se si kjo mang\u00ebsi arsimore i p\u00ebrjet\u00ebson disavantazhet e tyre sociale dhe ekonomike. N\u00eb Maqedonin\u00eb e Veriut, p\u00ebrfundimi i arsimit fillor nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb parakusht p\u00ebr pun\u00ebsim formal, por edhe p\u00ebr pjes\u00ebmarrje n\u00eb nismat aktive t\u00eb qeveris\u00eb p\u00ebr tregun e pun\u00ebs. Rrjedhimisht, pavar\u00ebsisht dinamik\u00ebs s\u00eb tregut t\u00eb pun\u00ebs n\u00eb zhvillim dhe rritjen e mund\u00ebsive t\u00eb pun\u00ebsimit, t\u00eb kthyerit pa arsim fillor mbeten t\u00eb p\u00ebrjashtuar nga k\u00ebto perspektiva pun\u00ebsimi. Vler\u00ebsimi i RRR 2022 zbuloi se 84% e t\u00eb anketuarve nuk ishin n\u00eb dijeni t\u00eb masave qeveritare t\u00eb pun\u00ebsimit t\u00eb parashikuara nga Agjencia e Pun\u00ebsimit, pavar\u00ebsisht se 70% e tyre ishin t\u00eb regjistruar si pun\u00ebk\u00ebrkues aktiv\u00eb.<\/p>\n

Prandaj, edhe n\u00eb prani t\u00eb hapjeve t\u00eb tregut t\u00eb pun\u00ebs dhe programeve qeveritare, t\u00eb kthyerit pa arsim fillor nuk jan\u00eb n\u00eb gjendje t’i shfryt\u00ebzojn\u00eb k\u00ebto mund\u00ebsi. Braktisja e hershme e shkoll\u00ebs i detyron individ\u00ebt t\u00eb shkojn\u00eb drejt pun\u00ebsimit joformal dhe drejt pasigurt.
