Gjat\u00eb periudh\u00ebs s\u00eb regjimit komunist n\u00eb Shqip\u00ebri, familjet dhe individ\u00ebt t\u00eb cil\u00ebt nuk pajtoheshin me rregullat e partis\u00eb shpesh d\u00ebrgoheshin n\u00eb kampe t\u00eb p\u00ebrbashk\u00ebta, ku angazhoheshin me pun\u00eb n\u00eb miniera dhe bujq\u00ebsi. Fshati bujq\u00ebsor i Semanit ka qen\u00eb nj\u00eb nga k\u00ebto kooperativa bujq\u00ebsore t\u00eb ngritura gjat\u00eb regjimit komunist. P\u00ebrve\u00e7 familjeve me reputacion t\u00eb dyshimt\u00eb, regjimi d\u00ebrgoi n\u00eb k\u00ebt\u00eb fshat edhe grupe t\u00eb cenueshme nga komuniteti Rom dhe Egjiptian. Toka e kultivuar nga k\u00ebta fermer\u00eb zyrtarisht i p\u00ebrkiste shtetit, pjesa m\u00eb e madhe e s\u00eb cil\u00ebs i ishte konfiskuar pronar\u00ebve t\u00eb m\u00ebparsh\u00ebm pas ardhjes n\u00eb fuqi t\u00eb regjimit n\u00eb p\u00ebrfundim t\u00eb Luft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore. Megjithat\u00eb, situata u b\u00eb edhe m\u00eb komplekse pas r\u00ebnies s\u00eb komunizmit n\u00eb vitin 1990 dhe vendosjes s\u00eb demokracis\u00eb. Qeveria demokratike e Shqip\u00ebris\u00eb nisi reform\u00ebn e tok\u00ebs dhe vendosi t\u2019ia shp\u00ebrndante tok\u00ebn fshatar\u00ebve dhe fermer\u00ebve q\u00eb e kishin punuar gjat\u00eb periudh\u00ebs s\u00eb komunizmit.<\/p>\n \n

Kjo p\u00ebrpjekje rezultoi m\u00eb sfiduese se sa ishte parashikuar, pasi nj\u00eb pjes\u00eb e k\u00ebsaj toke kishte pronar\u00eb t\u00eb m\u00ebparsh\u00ebm q\u00eb kishin t\u00eb drejta mbi t\u00eb. Nga ana tjet\u00ebr, familjet q\u00eb kishin punuar tok\u00ebn nuk kishin tituj pron\u00ebsie apo \u00e7far\u00ebdolloj dokumentacioni tjet\u00ebr q\u00eb t\u00eb provonte pron\u00ebsin\u00eb. Megjithat\u00eb, fshatar\u00ebve iu desh t\u00eb ndiqnin disa procese gjyq\u00ebsore dhe disa prej tyre pat\u00ebn sukses n\u00eb marrjen e titujve t\u00eb pron\u00ebsis\u00eb. Sidoqoft\u00eb, kjo nuk ndodhi me grupet e cenueshme si komuniteti Rom dhe Egjiptian. Arsyet kryesore p\u00ebr k\u00ebt\u00eb ishin v\u00ebmendja e kufizuar nga ana e tyre ndaj procedurave administrative dhe mungesa e burimeve financiare p\u00ebr t\u00eb mbuluar tarifat dhe p\u00ebrfaq\u00ebsimin ligjor t\u00eb nevojsh\u00ebm p\u00ebr procesin. Si rrjedhoj\u00eb, shum\u00eb prej tyre emigruan n\u00eb vendet e BE-s\u00eb dhe m\u00eb tej, por me kalimin e koh\u00ebs, disa vendos\u00ebn t\u00eb ktheheshin.<\/p>\r\n\r\n\r\n\r\n

Pas ardhjes, shum\u00eb nga t\u00eb kthyerit u p\u00ebrball\u00ebn me sfid\u00ebn p\u00ebr t\u2019iu rikthyer jet\u00ebs s\u00eb tyre t\u00eb m\u00ebparshme. Ndon\u00ebse v\u00ebshtir\u00ebsit\u00eb me t\u00eb cilat jan\u00eb p\u00ebrballur t\u00eb kthyerit jan\u00eb t\u00eb shumta, disa p\u00ebrvoja jan\u00eb t\u00eb p\u00ebrbashk\u00ebta p\u00ebr shum\u00eb prej tyre, duke p\u00ebrfshir\u00eb v\u00ebshtir\u00ebsin\u00eb p\u00ebr t\u00eb siguruar t\u00eb ardhura t\u00eb q\u00ebndrueshme dhe gjetjen e pun\u00ebsimit formal. T\u00eb kthyerit e komuniteti Rom dhe Egjiptian nga fshati i Semanit vijn\u00eb nga nj\u00eb histori e gjat\u00eb e kultivimit t\u00eb tok\u00ebs, ku njohurit\u00eb taktike bujq\u00ebsore jan\u00eb kaluar brez pas brezi. Megjithat\u00eb, nd\u00ebrsa fshatar\u00ebt filluan t\u00eb largoheshin n\u00eb k\u00ebrkim t\u00eb mund\u00ebsive m\u00eb t\u00eb mira jasht\u00eb vendit, toka e fshatit mbeti e pambik\u00ebqyrur dhe e djerr\u00eb. Parcelat u dhan\u00eb me qira p\u00ebr nj\u00eb shum\u00eb modeste, nd\u00ebrkoh\u00eb q\u00eb fshatar\u00ebt k\u00ebrkuan fatin e tyre tjet\u00ebrkund, dhe jeta agrare hasi n\u00eb pengesa, duke b\u00ebr\u00eb nj\u00eb hap pas p\u00ebr zhvillimin vendor t\u00eb komuniteteve n\u00eb t\u00eb gjith\u00eb Shqip\u00ebrin\u00eb.<\/p>\n

Megjithat\u00eb, t\u00eb kthyerit jan\u00eb mb\u00ebshtetur nga \u2018Regional Returnee Reintegration Project\u2019, financuar nga BE-ja dhe zbatuar nga UNDP, q\u00eb i ka ndihmuar n\u00eb trajtimin e sfidave t\u00eb ndryshme me t\u00eb cilat jan\u00eb p\u00ebrballur pas kthimit.<\/p>\n

P\u00ebr shembull, pavar\u00ebsisht aft\u00ebsive t\u00eb tyre praktike n\u00eb bujq\u00ebsi dhe familjaritetit me tok\u00ebn, ata nuk mund\u00ebn t\u00eb p\u00ebrfitonin plot\u00ebsisht nga toka e punueshme p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb titullit t\u00eb pron\u00ebsis\u00eb. “Kan\u00eb kaluar tridhjet\u00eb vjet dhe ne akoma nuk kemi marr\u00eb certifikat\u00ebn e pron\u00ebsis\u00eb s\u00eb tok\u00ebs,” shton Laureta Xhelali. UNDP, s\u00eb bashku me OJQ-t\u00eb vendore, ndihmoi n\u00eb leht\u00ebsimin e procesit t\u00eb marrjes s\u00eb titullit t\u00eb pron\u00ebsis\u00eb p\u00ebr m\u00eb shum\u00eb se 16 familje t\u00eb kthyerish. Laureta Xhelali shpreh mir\u00ebnjohjen e saj: “Fal\u00eb mb\u00ebshtetjes s\u00eb projektit dhe k\u00ebmb\u00ebnguljes s\u00eb familjes son\u00eb, tashm\u00eb po korrim frytet e pun\u00ebs son\u00eb me korrjen e par\u00eb t\u00eb grurit.” Ndon\u00ebse synimi kryesor i ndihm\u00ebs s\u00eb ofruar nga projekti ishte marrja e titujve t\u00eb pron\u00ebsis\u00eb s\u00eb tok\u00ebs dhe inkurajimi i t\u00eb kthyerve t\u00eb rifillojn\u00eb prodhimin bujq\u00ebsor, t\u00eb kthyerit pat\u00ebn mund\u00ebsin\u00eb edhe t\u00eb kultivojn\u00eb grur\u00eb n\u00eb parcela m\u00eb t\u00eb m\u00ebdha toke t\u00eb punueshme. Si rrjedhoj\u00eb, 27 familje mor\u00ebn mb\u00ebshtetje dhe filluan prodhimin e grurit. P\u00ebrpjekjet e p\u00ebrbashk\u00ebta t\u00eb fshatar\u00ebve t\u00eb kthyer, OJQ-ve vendore dhe UNDP-s\u00eb i mund\u00ebsuan t\u00eb kthyerve t\u00eb p\u00ebrdorin tok\u00ebn e tyre n\u00eb m\u00ebnyr\u00eb m\u00eb produktive. “M\u00eb p\u00ebrpara nuk e p\u00ebrballoja dot t\u00eb mbillja dy hektar\u00eb tok\u00eb. Fal\u00eb k\u00ebsaj mb\u00ebshtetjeje, tashm\u00eb kam nj\u00eb hektar grur\u00eb,” shprehet Anila Kazanxhiu, nj\u00eb e rikthyer dhe fermere gruri.<\/p>\r\n\r\n

“Ky \u00ebsht\u00eb v\u00ebrtet nj\u00eb projekt p\u00ebr t\u2019u lavd\u00ebruar p\u00ebr sa i p\u00ebrket q\u00ebndrueshm\u00ebris\u00eb dhe ndikimit, pasi ai ofron aft\u00ebsit\u00eb dhe rezultate t\u00eb prekshme n\u00eb nj\u00eb periudh\u00eb shum\u00eb t\u00eb shkurt\u00ebr. \u00cbsht\u00eb i duksh\u00ebm, i preksh\u00ebm dhe do t\u00eb ket\u00eb nj\u00eb ndikim q\u00eb do t\u00eb zgjas\u00eb.”<\/strong><\/h2>\r\n\r\n

Projekti \u2018Reintegration of Returnees in the Western Balkans\u2019 fokusohet n\u00eb trajtimin e pengesave kryesore p\u00ebr riintegrimin socio-ekonomik t\u00eb t\u00eb kthyerve t\u00eb cenuesh\u00ebm n\u00eb Ballkanin Per\u00ebndimor.\u00a0 Projekti \u00ebsht\u00eb pjes\u00eb e Pre-accession Assistance (IPA) II Multi-Country Action, EU support to Fundamental Rights of Roma Community, dhe Reintegration of Returnees, besuar UNDP-s\u00eb, World Bank, dhe Council of Europe.\u00a0\u00a0 Projekti vler\u00ebson hendeqet n\u00eb politika dhe institucione n\u00eb t\u00eb gjith\u00eb Ballkanin Per\u00ebndimor dhe leht\u00ebson dialogun rreth mekanizmave p\u00ebr zbatimin e monitorimit t\u00eb politikave t\u00eb riintegrimit dhe programeve. N\u00eb Shqip\u00ebri, Maqedonin\u00eb e Veriut dhe Serbi, projekti zbaton programe t\u00eb nivelit vendor dhe teston zgjidhje novatore p\u00ebr riintegrimin e q\u00ebndruesh\u00ebm socio-ekonomit t\u00eb t\u00eb kthyerve.<\/p>\n

Fal\u00eb ndihm\u00ebs s\u00eb projektit, ata q\u00eb m\u00eb par\u00eb nuk mund t\u00eb kultivonin tok\u00ebn e tyre, tashm\u00eb mund ta b\u00ebjn\u00eb k\u00ebt\u00eb dhe fermer\u00ebt e rikthyer kan\u00eb mund\u00ebsin\u00eb t\u00eb zgjerojn\u00eb tok\u00ebn e punueshme p\u00ebr t\u00eb pasur t\u00eb ardhura m\u00eb t\u00eb q\u00ebndrueshme. Si pjes\u00eb e mb\u00ebshtetjes s\u00eb projektit, fermer\u00ebve t\u00eb kthyer u jan\u00eb ofruar dhe nj\u00eb s\u00ebr\u00eb seancash trajnuese rreth praktikave t\u00eb mira bujq\u00ebsore. Ky trajnim i pajis ata me njohurit\u00eb dhe aft\u00ebsit\u00eb e nevojshme p\u00ebr t\u00eb trajtuar sfidat n\u00eb bujq\u00ebsi, q\u00eb nga mbjellja e farave te shitja e prodhimit t\u00eb markete.
