N\u00eb vitin 2018, UNICEF-i publikoi nj\u00eb raport t\u00eb titulluar “Everybody Counts” q\u00eb shpalosi sfidat e konsiderueshme me t\u00eb cilat p\u00ebrballen f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara n\u00eb Ballkanin Per\u00ebndimor. Raporti i financuar nga BE-ja theksonte se pavar\u00ebsisht p\u00ebrpjekjeve t\u00eb qeverive n\u00eb rajon, f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara p\u00ebrballen me pengesa t\u00eb ndryshme, si aksesi i kufizuar n\u00eb programet e identifikimit dhe nd\u00ebrhyrjes s\u00eb hershme, diskriminimi dhe stigma e rr\u00ebnjosur shoq\u00ebrore, kostot e larta financiare p\u00ebr familjet, mungesa e mbrojtjes nga dhuna dhe abuzimi, dhe t\u00eb tjera. Zbulimi m\u00eb dometh\u00ebn\u00ebs i raportit ishte se shoq\u00ebria p\u00ebrjashtonte sistematikisht q\u00eb nga lindja f\u00ebmij\u00ebt me aft\u00ebsi t\u00eb kufizuara. Raporti i b\u00ebnte thirrje qeverive t\u00eb merrnin veprim, q\u00eb ato e b\u00ebn\u00eb deri diku.<\/p>\r\n\r\n

Nga ana tjet\u00ebr, UNICEF, me mb\u00ebshtetjen e BE-s\u00eb, lan\u00e7oi projekte p\u00ebr t\u00eb adresuar k\u00ebt\u00eb problem. Nj\u00eb nga k\u00ebto projekte, i zbatuar n\u00eb Bosnje dhe Hercegovin\u00eb, ve\u00e7an\u00ebrisht n\u00eb kantonin Herzegovina-Neretva, u p\u00ebrqendrua n\u00eb vler\u00ebsimin dhe referimin e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuara. Q\u00ebllimi i projektit ishte t\u00eb p\u00ebrmir\u00ebsonte sistemin, q\u00eb m\u00eb par\u00eb bazohej n\u00eb vendimmarrjen e pavarur t\u00eb ekspert\u00ebve p\u00ebr nevojat e f\u00ebmij\u00ebs dhe trajektoren e zhvillimit. Qasja e re e prezantuar nga projekti vendos n\u00eb qend\u00ebr t\u00eb v\u00ebmendjes familjet dhe f\u00ebmij\u00ebn.<\/p>\r\n\r\n

“Q\u00ebllimi yn\u00eb \u00ebsht\u00eb nj\u00eb qasje humane dhe jam i k\u00ebnaqur q\u00eb ka prind\u00ebr q\u00eb kan\u00eb zgjedhur k\u00ebt\u00eb metod\u00eb. Ne p\u00ebrqendrohemi te f\u00ebmija, familja, ekspert\u00ebt dhe komuniteti. Shpresoj se p\u00ebrpjekjet tona do t\u00eb jen\u00eb t\u00eb dobishme.”<\/strong><\/h2>\r\n\r\n

Darko Kobeti\u0107, profesor rehabilitimi, konsulent i UNICEF n\u00eb Bosnje dhe Hercegovin\u00eb dhe autori i “Analysis of Policies and Practices in the Area of Assessment and Referral of Children with Disabilities at the FBiH Level,” \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb zhvillimin e sistemit t\u00eb ri t\u00eb vler\u00ebsimit q\u00eb n\u00eb fillesat e tij. “Q\u00ebllimi yn\u00eb \u00ebsht\u00eb nj\u00eb qasje humane dhe jam i k\u00ebnaqur q\u00eb ka prind\u00ebr q\u00eb kan\u00eb zgjedhur k\u00ebt\u00eb metod\u00eb – thot\u00eb ai. Ne p\u00ebrqendrohemi te f\u00ebmija, familja, ekspert\u00ebt dhe komuniteti. Shpresoj se p\u00ebrpjekjet tona do t\u00eb jen\u00eb t\u00eb dobishme.”<\/p>\n

Sistemi i ri i vler\u00ebsimit p\u00ebrqendrohet t\u00ebr\u00ebsisht te f\u00ebmija dhe familja, ku mblidhen t\u00eb gjitha t\u00eb dh\u00ebnat e r\u00ebnd\u00ebsishme p\u00ebr \u00e7do f\u00ebmij\u00eb nga t\u00eb gjitha pal\u00ebt e interesit t\u00eb p\u00ebrfshira n\u00eb rritjen dhe vler\u00ebsimin e tyre, duke p\u00ebrfshir\u00eb prind\u00ebrit, logopedist\u00ebt dhe fizioterapist\u00ebt. P\u00ebr m\u00eb tep\u00ebr, ndryshe nga m\u00eb par\u00eb, an\u00ebtar\u00ebt e organizatave eksperte n\u00eb shum\u00eb sektor\u00eb do t\u00eb koordinojn\u00eb zbatimin dhe pun\u00ebn p\u00ebr hartimin e planeve t\u00eb personalizuara p\u00ebr secilin f\u00ebmij\u00eb q\u00eb merr pjes\u00eb. Theksi \u00ebsht\u00eb n\u00eb fuqizimin e f\u00ebmij\u00ebs dhe familjes, p\u00ebrcaktimin e aft\u00ebsive, nevojave dhe interesave t\u00eb f\u00ebmij\u00ebs. Reagimi fillestar nga prind\u00ebrit ka qen\u00eb pozitiv.<\/p>\n

Martina, n\u00ebna e kat\u00ebr vje\u00e7arit Noa, ndan eksperienc\u00ebn e saj pozitive me sistemin e ri t\u00eb vler\u00ebsimit: “M\u00ebnyra si zhvillohej vler\u00ebsimi i m\u00ebparsh\u00ebm ishte stresuese sepse f\u00ebmija im mund t\u00eb mos ishte n\u00eb humor at\u00eb dit\u00eb dhe t\u00eb mos tregonte asgj\u00eb. M\u2019u desh ta sillja dy ose tre her\u00eb p\u00ebr vler\u00ebsimin dhe kjo ishte shum\u00eb e pak\u00ebndshme. Nuk mund t\u00eb p\u00ebrcaktosh asgj\u00eb n\u00eb 10 minuta. Gj\u00ebja m\u00eb e r\u00ebnd\u00ebsishme p\u00ebr mua \u00ebsht\u00eb t\u00eb shoh q\u00eb Noa po p\u00ebrparon dhe ne duhet t\u00eb marrim m\u00eb t\u00eb mir\u00ebn prej tij. Ai ka p\u00ebrparuar dhe ky p\u00ebrparim duhet vler\u00ebsuar. Un\u00eb besoj se ai mund t\u00eb arrij\u00eb shum\u00eb dhe ne duhet t\u00eb punojm\u00eb me t\u00eb.”<\/p>\r\n\r\n

“N\u00eb Bosnje dhe Hercegovin\u00eb ishin shum\u00eb t\u00eb p\u00ebrqendruar n\u00eb diagnostikim dhe objektivi par\u00ebsor i vler\u00ebsimit ishte identifikimi i llojit t\u00eb problemit t\u00eb f\u00ebmij\u00ebs, q\u00eb ishte dhe p\u00ebrfundimi i procesit t\u00eb vler\u00ebsimit. Zhvendosja e fokusit drejt interesave dhe nevojave t\u00eb f\u00ebmij\u00ebs, q\u00eb \u00ebsht\u00eb edhe zhvendosja nga paradigma mjek\u00ebsore n\u00eb at\u00eb t\u00eb drejtave t\u00eb njeriut \u00ebsht\u00eb elementi m\u00eb i suksessh\u00ebm i k\u00ebtij projekti.”<\/strong><\/h2>\r\n\r\n

Rreth projektit<\/strong><\/p>\n

\u00a0<\/strong>Zbatimi i vler\u00ebsimit dhe referimit t\u00eb f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuara \u00ebsht\u00eb pjes\u00eb e programit \u201cMitigation of the impact of COVID-19 on the lives of children and parents in the Western Balkans and Turkey\u201d t\u00eb zbatuar nga UNICEF dhe financuar nga BE-ja n\u00ebp\u00ebrmjet European Commission\u2019s Directorate-General for Neighbourhood Policy dhe Enlargement Negotiations (DG NEAR). N\u00ebp\u00ebrmjet k\u00ebtij programi prej 5 milion\u00eb euro, 490,000 f\u00ebmij\u00eb dhe prind\u00ebr n\u00eb zon\u00ebn ku zhvillohet programi pritet t\u00eb ken\u00eb akses m\u00eb t\u00eb mir\u00eb n\u00eb sh\u00ebrbimet publike q\u00eb promovojn\u00eb zhvillimin n\u00eb f\u00ebmij\u00ebrin\u00eb e hershme, sh\u00ebndet\u00ebsin\u00eb dhe mbrojtjen si pjes\u00eb e rim\u00ebk\u00ebmbjes nga COVID-19-a.<\/p>\r\n\r\n

Sipas Darkos, q\u00ebllimi par\u00ebsor i sistemit t\u00eb ri \u00ebsht\u00eb identifikimi i hersh\u00ebm i problemeve dhe ofrimi i planeve m\u00eb t\u00eb mira mb\u00ebshtet\u00ebse p\u00ebr familjet dhe f\u00ebmij\u00ebt p\u00ebr t\u00eb parandaluar institucionalizimin. Ata hartojn\u00eb nj\u00eb plan vjetor p\u00ebr f\u00ebmij\u00ebn dhe familjen dhe e p\u00ebrdit\u00ebsojn\u00eb at\u00eb sa her\u00eb q\u00eb ndryshojn\u00eb rrethanat. “Ne p\u00ebrgatisim dhe f\u00ebmij\u00ebt dhe familjet p\u00ebr periudh\u00ebn transitore, kur ata duhet t\u00eb regjistrohen n\u00eb kopsht apo n\u00eb shkoll\u00ebn fillore, si dhe p\u00ebrgatisim shkollat p\u00ebr regjistrimin e f\u00ebmij\u00ebve me aft\u00ebsi t\u00eb kufizuara, n\u00eb m\u00ebnyr\u00eb q\u00eb ato t\u00eb ken\u00eb nj\u00eb qasje m\u00eb t\u00eb mir\u00eb kur t\u00eb regjistrohet f\u00ebmija,” shpjegon Darko.<\/p>\n

Darko beson se ndikimi kryesor i projektit ishte ndryshimi i perspektiv\u00ebs dhe p\u00ebrqendrimi n\u00eb nevojat e f\u00ebmij\u00ebs dhe familjes. “N\u00eb Bosnje dhe Hercegovin\u00eb ishin shum\u00eb t\u00eb p\u00ebrqendruar n\u00eb diagnostikim dhe objektivi par\u00ebsor i vler\u00ebsimit ishte identifikimi i llojit t\u00eb problemit t\u00eb f\u00ebmij\u00ebs, q\u00eb ishte dhe p\u00ebrfundimi i procesit t\u00eb vler\u00ebsimit.
