T\u00eb kesh platforma t\u00eb lidhura mir\u00eb ku ofruesit e sh\u00ebrbimeve vendore (publike dhe OJQ-t\u00eb) bashk\u00ebpunojn\u00eb n\u00eb m\u00ebnyr\u00eb efektive \u00ebsht\u00eb thelb\u00ebsore n\u00eb ofrimin e sh\u00ebrbimeve n\u00eb koh\u00eb p\u00ebr t\u00eb kthyerit n\u00eb komunitet e tyre t\u00eb origjin\u00ebs, qoft\u00eb aksesi n\u00eb dokumentet personale, kujdes sh\u00ebndet\u00ebsor, arsim apo pun\u00ebsim. Pavar\u00ebsisht se qeveria e Serbis\u00eb ka ndar\u00eb fonde t\u00eb konsiderueshme nga buxheti p\u00ebr t\u00eb mb\u00ebshtetur grupet e cenuesh\u00ebm t\u00eb t\u00eb kthyerve n\u00eb k\u00ebto sh\u00ebrbime dhe programe, sfidat vazhdojn\u00eb p\u00ebr m\u00eb t\u00eb cenueshmit. Local Migration Councils u themeluan disa vite m\u00eb par\u00eb p\u00ebr t\u00eb ndihmuar t\u00eb kthyerit t\u00eb orientohen n\u00eb procese komplekse burokratike q\u00eb t\u00eb ken\u00eb akses n\u00eb mb\u00ebshtetjen dhe sh\u00ebrbimet e nevojshme institucionale. Gjithsesi, q\u00eb nga themelimi i tyre, k\u00ebshillat nuk kan\u00eb qen\u00eb shum\u00eb nd\u00ebrveprues, duke e b\u00ebr\u00eb rrjetin e sh\u00ebrbimeve vendore mjaft t\u00eb fragmentuar dhe jo plot\u00ebsisht funksional dhe efektiv p\u00ebr t\u00eb kthyerit.<\/p>\r\n\r\n

Me mb\u00ebshtetjen e BE-s\u00eb dhe UNDP-s\u00eb, Local Migration Councils jan\u00eb riaktivizuar dhe fuqizuar p\u00ebr t\u2019i ofruar n\u00eb m\u00ebnyr\u00eb efektive mb\u00ebshtetje t\u00eb integruar dhe t\u00eb gjithanshme t\u00eb kthyerve. Sot, Local Migration Councils jan\u00eb platforma nd\u00ebrvepruese ku pal\u00ebt vendore t\u00eb ndryshme t\u00eb interesit si administrata e qytetit, policia, qendra p\u00ebr pun\u00eb sociale, zyra vendore e pun\u00ebsimit, Commissioner for Refugees and Migration, Red Cross dhe OShC-t\u00eb mblidhen rregullisht, organizohen dhe bashk\u00ebpunojn\u00eb n\u00eb m\u00ebnyr\u00eb efektive p\u00ebr t\u00eb trajtuar sfidat e t\u00eb kthyerve. Local Migration Councils kan\u00eb nj\u00eb qasjet nd\u00ebrsektoriale, duke siguruar q\u00eb institucionet dhe ofruesit vendor\u00eb t\u00eb jen\u00eb t\u00eb lidhur dhe t\u00eb aksesuesh\u00ebm p\u00ebr t\u00eb kthyerit, duke e b\u00ebr\u00eb m\u00eb t\u00eb leht\u00eb p\u00ebr to aksesin n\u00eb mund\u00ebsit\u00eb e pun\u00ebsimit, arsimit dhe sh\u00ebrbimeve t\u00eb kujdesit sh\u00ebndet\u00ebsor. Duke hart\u00ebzuar sfidat komplekse me t\u00eb cilat p\u00ebrballen t\u00eb kthyerit, duke identifikuar pengesat sistematike dhe duke gjetur zgjidhje (shpesh novatore) p\u00ebr t\u00eb trajtuar sfidat e t\u00eb kthyerve, Local Migration Councils jan\u00eb zgjidhjet e sistemit dhe lidhja nd\u00ebrmjet politik\u00ebb\u00ebr\u00ebsve komb\u00ebtar\u00eb, dhe ofruesve t\u00eb sh\u00ebrbimeve vendore (publike dhe OJQ-t\u00eb).<\/p>\r\n\r\n

Ndihma u dha n\u00eb kuad\u00ebr t\u00eb projektit t\u00eb financuar nga BE-ja ” Strengthening National and Local Systems to Support Effective Socio-economic Integration of Returnees in the Western Balkans.\u201d Si pjes\u00eb e k\u00ebtij projekti, UNDP-ja po ndihmon tre qeveri vendore si Novi Sad, Valjevo dhe Bujanovac n\u00eb aktivizimin, ose n\u00eb disa raste riaktivizimin e Local Migration Councils. Projekti gjithashtu ofron mb\u00ebshtetje p\u00ebr ngritjen e kapaciteteve t\u00eb ofruesve t\u00eb sh\u00ebrbimeve publike dhe OJQ-ve vendore p\u00ebr t\u00eb ofruar mb\u00ebshtetje gjith\u00ebp\u00ebrfshir\u00ebse dhe p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar aksesin e t\u00eb kthyerve n\u00eb sh\u00ebrbimet e nivelit vendor dhe p\u00ebr t\u00eb prezantuar sh\u00ebrbime t\u00eb reja q\u00eb trajtojn\u00eb nevojat specifike t\u00eb t\u00eb kthyerve. K\u00ebto jan\u00eb pjes\u00eb e p\u00ebrpjekjeve bashk\u00ebpunuese t\u00eb UNDP-s\u00eb me partner\u00ebt p\u00ebr t\u00eb provuar dhe zbatuar zgjidhje novatore, n\u00eb t\u00eb gjith\u00eb sistemin p\u00ebr riintegrimin socio-ekonomik t\u00eb grupeve t\u00eb cenuesh\u00ebm t\u00eb t\u00eb kthyerve, ve\u00e7an\u00ebrisht rom\u00ebve.<\/p>\n

Local Migration Councils luajn\u00eb nj\u00eb s\u00ebr\u00eb rolesh thelb\u00ebsore n\u00eb riintegrimin efektiv t\u00eb t\u00eb kthyerve t\u00eb cenuesh\u00ebm. Nj\u00eb nga k\u00ebto role \u00ebsht\u00eb skanimi i nevojave t\u00eb t\u00eb kthyerve dhe lidhja e aktor\u00ebve p\u00ebr t\u00eb ofruar zgjidhje t\u00eb gjithanshme.\u00a0 P\u00ebr pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb t\u00eb kthyerve n\u00eb ekonomin\u00eb e Ballkanit Per\u00ebndimor, nj\u00eb nga sfidat m\u00eb t\u00eb m\u00ebdha \u00ebsht\u00eb mungesa e vendeve t\u00eb pun\u00ebs formale; pjesa m\u00eb e madhe e t\u00eb kthyerve fitojn\u00eb t\u00eb ardhura n\u00ebp\u00ebrmjet pun\u00ebs informale. Gjithsesi, ka dhe sfida t\u00eb tjera t\u00eb r\u00ebnd\u00ebsishme me t\u00eb cilat hasen t\u00eb kthyerit, shpjegon Ljiljana Mihajlovic, <\/em>Drejtoresh\u00eb e Office for Roma Inclusion of Autonomous Province of Vojvodina dhe\u00a0 an\u00ebtare e Local Migration Council n\u00eb Novi Sad, Serbi.<\/p>\n

N\u00eb Novi Sad, vendbanimi m\u00eb i madh informal i rom\u00ebve n\u00eb qytet \u00ebsht\u00eb Veliki Rit, ku banojn\u00eb pjesa m\u00eb e madhe e t\u00eb kthyerve. Krahas infrastruktur\u00ebs s\u00eb dob\u00ebt dhe kushteve n\u00ebn standardeve t\u00eb jetes\u00ebs, nuk ka asnj\u00eb dispozit\u00eb p\u00ebr regjistrimin e adresave t\u00eb sht\u00ebpive n\u00eb Veliki Rit. Si rezultat, t\u00eb kthyerit e kan\u00eb t\u00eb pamundur\u00a0 t\u00eb marrin dokumente personale dhe pa asnj\u00eb identifikim, ata nuk kan\u00eb t\u00eb drejt\u00eb p\u00ebr mbrojtje sociale. P\u00ebr t\u00eb adresuar k\u00ebt\u00eb \u00e7\u00ebshtje urgjente, Local Migration Council n\u00eb Novi Sad identifikoi nj\u00eb zgjidhje t\u00eb p\u00ebrkohshme, afatshkurt\u00ebr t\u00eb regjistrimit t\u00eb t\u00eb kthyerve n\u00eb nj\u00eb adres\u00eb t\u00eb p\u00ebrkohshme vendore, duke u mund\u00ebsuar atyre aksesin e menj\u00ebhersh\u00ebm n\u00eb sh\u00ebrbime jetike. Nd\u00ebrkoh\u00eb, Local Migration Council po punon n\u00eb m\u00ebnyr\u00eb aktive drejt nj\u00eb zgjidhjeje afatgjat\u00eb. “Jemi duke punuar n\u00eb krijimin e procedurave dhe nj\u00eb rrjeti vendor q\u00eb do t\u00eb ndihmoj\u00eb t\u00eb kthyerit n\u00eb marrjen e dokumenteve personale”, thot\u00eb Ljiljana. Ndon\u00ebse procesi k\u00ebrkon koordinim nd\u00ebrmjet shum\u00eb subjekteve dhe procedura t\u00eb shumta, Local Migration Council kryeson n\u00eb k\u00ebrkimin e nj\u00eb zgjidhjeje p\u00ebr t\u00eb kthyerit.<\/p>\n

Local Migration Council luajn\u00eb nj\u00eb rol drejtues edhe n\u00eb formulimin dhe zbatimin e Local Action Plans<\/a> (LAP-t\u00eb). LAP-t\u00eb jan\u00eb dokumente strategjike veprimi q\u00eb qeverit\u00eb vendore miratojn\u00eb s\u00eb bashku me buxhetet p\u00ebr t\u00eb siguruar q\u00eb veprimet e nevojshme q\u00eb trajtojn\u00eb nevojat jan\u00eb v\u00ebn\u00eb n\u00eb veprim. Projekti ofroi mb\u00ebshtetje me ekspert\u00eb p\u00ebr k\u00ebshillin vendor t\u00eb migracionit n\u00eb Novi Sad dhe dy komuna t\u00eb tjera n\u00eb p\u00ebrgatitjen e Local Action Plans.<\/p>\r\n\r\n

Projekti Reintegration of Returnees in the Western Balkans fokusohet n\u00eb trajtimin e pengesave ky\u00e7 p\u00ebr riintegrimin socio-ekonomik t\u00eb t\u00eb kthyerve t\u00eb cenuesh\u00ebm n\u00eb Ballkanin Per\u00ebndimor, ve\u00e7an\u00ebrisht n\u00eb Shqip\u00ebri, Maqedonin\u00eb e Veriut dhe Serbi. Projekti \u00ebsht\u00eb pjes\u00eb e Instrument for Pre-accession Assistance (IPA) II Multi-Country Action, EU support to Fundamental Rights of Roma Community, dhe Reintegration of Returnees, zbatuar nga UNDP, World Bank, dhe Council of Europe.<\/p>\n

N\u00eb shembullin e Novi Sad-it, p\u00ebrve\u00e7 sfid\u00ebs s\u00eb paraqitur nga mungesa e adresave t\u00eb sht\u00ebpive, u identifikuan disa prioritete t\u00eb tjera urgjente p\u00ebr t\u00eb trajtuar nevojat e t\u00eb kthyerve. Nj\u00eb nga prioritetet e identifikuara \u00ebsht\u00eb ngritja e nj\u00eb qendre sh\u00ebrbimi me nj\u00eb ndales\u00eb pran\u00eb vendbanimit Veliki Rit, p\u00ebr t\u00eb afruar sh\u00ebrbimet p\u00ebr t\u00eb kthyerit. \u00cbsht\u00eb e r\u00ebnd\u00ebsishme q\u00eb rom\u00ebt dhe t\u00eb kthyerit aksesojn\u00eb leht\u00ebsisht dhe shpejt sh\u00ebrbime t\u00eb ndryshme p\u00ebrmes k\u00ebsaj qendre.
