P\u00ebr 25 vjet, Blerta Lushnjari nga Shqip\u00ebria ka udh\u00ebtuar n\u00ebp\u00ebr vende t\u00eb ndryshme, me q\u00ebllim q\u00eb t\u00eb siguronte kujdes t\u00eb p\u00ebrshtatsh\u00ebm sh\u00ebndet\u00ebsor p\u00ebr djalin e saj. Antonio ka lindur me nj\u00eb aft\u00ebsi t\u00eb kufizuar dhe vuan nga nj\u00eb s\u00ebr\u00eb s\u00ebmundjesh, dhe vendlindja e Blert\u00ebs, Elbasani, as nuk ka kapacitet p\u00ebr nj\u00eb diagnostikim t\u00eb p\u00ebrshtatsh\u00ebm, dhe as nuk ofron sh\u00ebrbime mjek\u00ebsore falas p\u00ebr personat me aft\u00ebsi t\u00eb kufizuara. Me situat\u00ebn e saj ekonomike, Blerta e kishte t\u00eb pamundur t\u00eb paguante mjek\u00eb privat\u00eb.<\/p>\r\n\r\n

Pa nj\u00eb diagnoz\u00eb t\u00eb sakt\u00eb, \u00e7do gj\u00eb ishte e frikshme. Blerta nuk mundej t\u00eb kujdesej si\u00e7 duhej p\u00ebr Antonion pa ditur se cilat terapi ose barna mund t\u2019ia leht\u00ebsonin dhimbjen. Ajo nuk dinte as se si do t\u00eb ofronte nj\u00eb jetes\u00eb t\u00eb denj\u00eb n\u00eb t\u00eb ardhmen. N\u00eb k\u00ebrkim t\u00eb nj\u00eb v\u00ebmendjeje m\u00eb t\u00eb mir\u00eb mjek\u00ebsore, ata u larguan jasht\u00eb vendit dhe arrit\u00ebn t\u00eb merrnin nj\u00eb diagnoz\u00eb t\u00eb sakt\u00eb: paraplegji dhe aft\u00ebsi e kufizuar e leht\u00eb intelektuale, si dhe kujdes t\u00eb p\u00ebrshtatsh\u00ebm. Megjithat\u00eb, pa lejen e q\u00ebndrimit, atyre iu desh t\u00eb ktheheshin n\u00eb Shqip\u00ebri. \u201cKur ishim jasht\u00eb vendit, mjeku e vizitonte Antonion nj\u00eb her\u00eb n\u00eb jav\u00eb dhe i b\u00ebnte fizioterapi. Por kur erdh\u00ebm n\u00eb Shqip\u00ebri, nuk kishte asnj\u00eb sh\u00ebrbim t\u00eb till\u00eb. P\u00ebr k\u00ebt\u00eb arsye, gjendja e tij u p\u00ebrkeq\u00ebsua.\u201d<\/p>\n

\u201cJeta ishte m\u00eb e v\u00ebshtir\u00eb.\u00a0Nuk i ushqeja dot f\u00ebmij\u00ebt e mi. Ishim t\u00eb pastreh\u00eb, zhvendoseshim nga nj\u00eb i af\u00ebrm te tjetri: nj\u00eb jav\u00eb q\u00ebndronim te sht\u00ebpia e nj\u00ebrit, nj\u00eb jav\u00eb tjet\u00ebr te sht\u00ebpia e tjetrit.\u201d<\/strong><\/h2>\r\n\r\n

Shum\u00eb persona nga Ballkani Per\u00ebndimor shkojn\u00eb jasht\u00eb vendit p\u00ebr mund\u00ebsi pune, por an\u00ebtar\u00ebt e komunitetit rom p\u00ebrballen me sfida t\u00eb ve\u00e7anta riintegrimi pasi kthehen. Sfida m\u00eb e shpesht\u00eb q\u00eb raportohet nga t\u00eb kthyerit n\u00eb rajon, duke p\u00ebrfshir\u00eb Shqip\u00ebrin\u00eb, \u00ebsht\u00eb pun\u00ebsimi, duke vijuar me munges\u00ebn e strehimit t\u00eb p\u00ebrshtatsh\u00ebm dhe aksesin n\u00eb arsim.\u00a0N\u00eb Shqip\u00ebri, nuk kishte nj\u00eb program mbrojtjeje sociale, q\u00eb synonte t\u00eb kthyerit n\u00eb ve\u00e7anti. N\u00eb Elbasan, Blerta nuk kishte as sht\u00ebpi, as nj\u00eb vend pune, por dy f\u00ebmij\u00eb p\u00ebr t\u00eb rritur. Mungesa e arsimit formal e v\u00ebshtir\u00ebsoi gjetjen e nj\u00eb pune fitimprur\u00ebse, dhe i solli sfida me dokumentacionin e nevojsh\u00ebm p\u00ebr nj\u00eb jet\u00eb t\u00eb q\u00ebndrueshme. \u201cJeta ishte m\u00eb e v\u00ebshtir\u00eb.\u00a0Nuk i ushqeja dot f\u00ebmij\u00ebt e mi. Pavar\u00ebsisht k\u00ebtyre sfidave, Blerta kishte energji pozitive, q\u00eb v\u00ebrehej n\u00eb ngroht\u00ebsin\u00eb dhe kujdesin p\u00ebr familjen e saj: q\u00ebllimi i saj kryesor ishte plot\u00ebsimi i nevojave t\u00eb f\u00ebmij\u00ebve t\u00eb saj. Ajo ka marr\u00eb pjes\u00eb n\u00eb shum\u00eb veprimtari t\u00eb OJF-ve p\u00ebr grat\u00eb dhe integrimin e tyre n\u00eb Shqip\u00ebri, si dhe ka qen\u00eb ve\u00e7an\u00ebrisht e p\u00ebrfshir\u00eb n\u00eb nj\u00eb program t\u00eb formimit profesional p\u00ebr grat\u00eb e kthyera. Projekti titullohej \u201cStrengthening national and local systems to support the effective socio-economic integration of returnees in the Western Balkans\u201d, financohej nga BE-ja dhe zbatohej nga UNDP-ja. Mirjeta Ramizi nga UNDP Shqip\u00ebri shpjegon se Blerta ka qen\u00eb pjes\u00eb aktive e shum\u00eb veprimtarive t\u00eb projektit. Nj\u00eb nga veprimtarit\u00eb ishte ideja e biznesit p\u00ebr prodhimin dhe marketimin e sapunit natyral artizanal. S\u00eb bashku me gra t\u00eb tjera, Blerta u trajnua n\u00eb k\u00ebt\u00eb zanat dhe p\u00ebrfitoi l\u00ebnd\u00ebn e par\u00eb dhe ndihm\u00eb me marketimin. Kjo veprimtari q\u00eb ndihmon n\u00eb krijimin e t\u00eb ardhurave \u00ebsht\u00eb n\u00eb fillesat e saj dhe po ec\u00ebn mir\u00eb, por, sipas Mirjet\u00ebs, zonjat dhe zonjushat kan\u00eb ambicie m\u00eb t\u00eb m\u00ebdha, dhe shoq\u00ebria e tyre e sapothemeluar synon t\u00eb zgjerohet n\u00eb treg.<\/p>\n

Tani, me mb\u00ebshtetjen e projektit, ajo planifikon q\u00eb t\u00eb shnd\u00ebrroj\u00eb k\u00ebt\u00eb veprimtari me koh\u00eb t\u00eb pjesshme n\u00eb nj\u00eb biznes plot\u00ebsisht t\u00eb zhvilluar. Projekti po e ndihmon q\u00eb t\u00eb hartoj\u00eb nj\u00eb plan biznesi p\u00ebr hapjen e nj\u00eb dyqani fiks ose l\u00ebviz\u00ebs p\u00ebr t\u00eb shitur mallra t\u00eb p\u00ebrdorura.<\/p>\r\n\r\n

\u201cN\u00ebp\u00ebrmjet k\u00ebtij projekti, ne kemi lidhur partneritete t\u00eb efektshme vendore dhe komb\u00ebtare, si dhe kemi t\u00ebrhequr v\u00ebmendjen drejt nevojave dhe sfidave t\u00eb t\u00eb kthyerve dhe komuniteteve t\u00eb cenueshme.\u201d<\/strong><\/h2>\r\n\r\n

Lidhur me projektin<\/strong><\/p>\n

Projekti \u201cStrengthening national and local systems to support the effective socio-economic integration of returnees in the Western Balkans\u201d \u00ebsht\u00eb pjes\u00eb e Programit t\u00eb Veprimit Shum\u00ebkomb\u00ebsh t\u00eb Instrumentit t\u00eb Asistenc\u00ebs s\u00eb Paraan\u00ebtar\u00ebsimit (IPA) II, i zbatuar nga UNDP-ja, Banka Bot\u00ebrore, dhe K\u00ebshilli i Evrop\u00ebs, p\u00ebr t\u00eb mb\u00ebshtetur t\u00eb drejtat themelore t\u00eb rom\u00ebve dhe t\u00eb kthyerve t\u00eb tjer\u00eb t\u00eb cenuesh\u00ebm n\u00eb Shqip\u00ebri, Maqedoni t\u00eb Veriut, dhe Serbi. Projekti adreson riintegrimin e nj\u00eb numri dometh\u00ebn\u00ebs t\u00eb t\u00eb kthyerve nga BE-ja gjat\u00eb viteve t\u00eb fundit, q\u00eb kur vendet e Ballkanit Per\u00ebndimor u shpall\u00ebn \u201cvende t\u00eb sigurta origjine\u201d. Projekti punon ngusht\u00ebsisht me institucionet vendore, p\u00ebrgjegj\u00ebse p\u00ebr ofrimin e sh\u00ebrbimit t\u00eb riintegrimit t\u00eb t\u00eb kthyerve, me fokus pakicat etnike rome dhe egjiptiane, si dhe me aktor\u00eb vendor\u00eb t\u00eb shoq\u00ebris\u00eb civile dhe komunitetin e bizneseve vendore. Komuniteti i t\u00eb kthyerve konsiderohet edhe p\u00ebrfitues, edhe partner gjat\u00eb zbatimit t\u00eb projektit, me synim krijimin e ndjesis\u00eb s\u00eb p\u00ebrkat\u00ebsis\u00eb mbi veprimtarit\u00eb e zhvilluara.<\/p>\r\n\r\n

N\u00eb Shqip\u00ebri, projekti ofron mb\u00ebshtetje n\u00eb bashkit\u00eb e Beratit, Devollit, dhe Fierit, ku numri i t\u00eb kthyerve \u00ebsht\u00eb m\u00eb i lart\u00eb sesa n\u00eb bashkit\u00eb e tjera. Krahas ndihm\u00ebs s\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebr t\u00eb kthyerit, q\u00eb zbatohet n\u00eb bashk\u00ebpunim me OJF-t\u00eb partnere, projekti gjithashtu ofron mb\u00ebshtetje p\u00ebr qeverin\u00eb vendore dhe qendrore t\u00eb Shqip\u00ebris\u00eb n\u00eb hartimin e strategjive dhe planeve t\u00eb veprimit, q\u00eb adresojn\u00eb nevojat e t\u00eb kthyerve. Mirjeta nga UNDP-ja shpjegon se kriza ekonomike e shkaktuar nga lufta n\u00eb Ukrain\u00eb dhe pandemia e COVID-19 e ka zhvendosur v\u00ebmendjen e qeveris\u00eb drejt k\u00ebtyre problematikave t\u00eb menj\u00ebhershme. \u201cN\u00ebp\u00ebrmjet k\u00ebtij projekti, ne kemi lidhur partneritete t\u00eb efektshme vendore dhe komb\u00ebtare, si dhe kemi t\u00ebrhequr v\u00ebmendjen drejt nevojave dhe sfidave t\u00eb t\u00eb kthyerve dhe komuniteteve t\u00eb cenueshme.\u201d – shprehet ajo.<\/p>\n

Djali 17-vje\u00e7ar i Blert\u00ebs tani \u00ebsht\u00eb shum\u00eb m\u00eb mir\u00eb. Ai merr sh\u00ebrbime t\u00eb rregullta fizioterapie n\u00eb sht\u00ebpi dhe n\u00eb nj\u00eb qend\u00ebr vendore, me mb\u00ebshtetjen e projektit t\u00eb UNDP-s\u00eb dhe financimin e BE-s\u00eb dhe Fondit t\u00eb Objektivave t\u00eb Zhvillimit t\u00eb Q\u00ebndruesh\u00ebm. Ai ka akses n\u00eb sh\u00ebrbime m\u00eb t\u00eb mira mjek\u00ebsore dhe vazhdon t\u00eb jet\u00eb i rrethuar nga nj\u00eb familje e dashur, q\u00eb i kushton v\u00ebmendje zhvillimit dhe kujdesit ndaj tij. Vajz\u00ebs 10-vje\u00e7are t\u00eb Blert\u00ebs, Lejes, i p\u00eblqejn\u00eb gjuh\u00ebt e huaja dhe ka fituar disa medalje. Ajo gjithashtu e adhuron koh\u00ebn q\u00eb kalon me t\u00eb v\u00ebllan\u00eb. Familja ende p\u00ebrballet me v\u00ebshtir\u00ebsin\u00eb e strehimit, pasi \u00ebsht\u00eb n\u00eb k\u00ebrkim t\u00eb nj\u00eb sht\u00ebpie me mjediset baz\u00eb, t\u00eb cil\u00ebn mund ta p\u00ebrballojn\u00eb ekonomikisht.
