Kjo linj\u00eb hekurudhore u nd\u00ebrtua nga Austro-Hungaria, q\u00eb qeveriste territorin e Boka Kotorska-s n\u00eb at\u00eb koh\u00eb. Sistemi hekurudhor vazhdoi t\u00eb p\u00ebrmir\u00ebsohej me kalimin e dekadave, hapi m\u00eb madhor p\u00ebr t\u00eb cilat u hodh n\u00eb vitet \u201870 me hapjen e linj\u00ebs q\u00eb lidh kryeqytetin e Serbis\u00eb, Beogradin me portin kryesor detar t\u00eb Malit t\u00eb Zi, Tivarin.<\/p>\r\n\r\n<p style=\"font-weight: 400;\">Kur u hap n\u00eb vitin 1976, kjo hekurudh\u00eb ishte bashk\u00ebkohore, po aq moderne dhe e rehatshme sa dhe \u00e7do rrjet tjet\u00ebr hekurudhor n\u00eb bot\u00eb. Ishte projekti infrastrukturor m\u00eb i madh dhe i kushtuesh\u00ebm n\u00eb ish-federat\u00ebn Jugosllave dhe nj\u00eb nd\u00ebr udh\u00ebtimet m\u00eb t\u00eb mrekullueshme n\u00eb Evrop\u00eb. Treni i par\u00eb q\u00eb p\u00ebrshkoi itinerarin prej 167 kilometrash ishte Treni Blu, mjeti luksoz i transportit t\u00eb liderit jugosllav t\u00eb asaj kohe, Josip Broz Titos. P\u00ebr k\u00ebt\u00eb udh\u00ebtim, n\u00eb tren ishin ftuar dinjitar\u00eb t\u00eb huaj dhe an\u00ebtar\u00eb familjesh mbret\u00ebrore, duke p\u00ebrfshir\u00eb k\u00ebtu edhe Mbret\u00ebresh\u00ebn Elizabeta II dhe ish-perandorin etiopian, Haile Selassie-n.<\/p>\r\n\r\n<h2 style=\"font-weight: 400;\"><strong>\u201cVitet e v\u00ebshtira t\u00eb kriz\u00ebs lan\u00eb gjurm\u00ebt e tyre te hekurudhat malazeze, duke qen\u00eb se sistemi hekurudhor ka nevoj\u00eb vazhdimisht p\u00ebr v\u00ebzhgim dhe riparime. Kjo mir\u00ebmbajtje nuk ishte e mundur t\u00eb b\u00ebhej n\u00eb m\u00ebnyr\u00ebn e duhur gjat\u00eb krize ekonomike ku po kalonte vendi dhe shoq\u00ebria.\u201d<\/strong><\/h2>\r\n\r\n<p style=\"font-weight: 400;\">Dragan Radevi\u0107-i \u00ebsht\u00eb zv\/CEO-ja i \u201cCapital investments\u201d n\u00eb Hekurudhat Malazese dhe ka punuar p\u00ebr kompanin\u00eb q\u00eb n\u00eb vitin 2004. Sidoqoft\u00eb, ai ka pasur p\u00ebrvoj\u00eb me hekurudhat dhe i ka adhuruar ato q\u00eb prej koh\u00ebsh. Draganit i kujtohet si sot p\u00ebrvoja e tij e par\u00eb e udh\u00ebtimit me tren n\u00eb vitet \u201880 \u2013 epoka e art\u00eb e hekurudhave t\u00eb Malit t\u00eb Zi \u2013 kur ishte vet\u00ebm pes\u00eb vje\u00e7 dhe prind\u00ebrit e tij i b\u00ebn\u00eb t\u00eb ditur se p\u00ebr pushimet e ver\u00ebs do t\u00eb shkonin me tren n\u00eb bregdet. \u201cMbaj mend se nuk vura gjum\u00eb n\u00eb sy gjith\u00eb nat\u00ebn nga emocionet: jo vet\u00ebm ngaq\u00eb do t\u00eb shkonim n\u00eb bregdet, por m\u00eb shum\u00eb prej faktit q\u00eb do t\u00eb udh\u00ebtonim me tren. Udh\u00ebtimi me tren ishte di\u00e7ka e ve\u00e7ant\u00eb n\u00eb at\u00eb koh\u00eb, por edhe sot, m\u00eb jep nj\u00eb ndjesi romantike e gati mistike,\u201d thot\u00eb Dragani.<\/p>\n<p style=\"font-weight: 400;\">Sidoqoft\u00eb, mungesa e vazhdueshme e fondeve i shkaktoi probleme t\u00eb m\u00ebdha hekurudh\u00ebs n\u00eb vitet \u201890. Mungesa e mir\u00ebmbajtjes i solli d\u00ebme t\u00eb shumta pjes\u00ebs malazeze t\u00eb hekurudh\u00ebs dhe nj\u00eb udh\u00ebtim me tren p\u00ebr n\u00eb Beograd q\u00eb dikur t\u00eb merrte shtat\u00eb or\u00eb, filloi t\u00eb zgjaste rreth 11 or\u00eb, sepse treni duhej t\u00eb ngadal\u00ebsonte shpesh, si rezultat i shinave dhe infrastruktur\u00ebs s\u00eb dob\u00ebt. Numri i pasagjer\u00ebve u ul nga 2 milion\u00eb n\u00eb vitin 1987 n\u00eb 1.2 milion\u00eb n\u00eb vitin 2016. Sasia e mallrave u ul nga rreth 4 milion\u00eb ton\u00eb n\u00eb 1.4 milion\u00eb ton\u00eb. \u201cVitet e v\u00ebshtira t\u00eb kriz\u00ebs lan\u00eb gjurm\u00ebt e tyre te hekurudhat malazeze, duke qen\u00eb se sistemi hekurudhor ka nevoj\u00eb vazhdimisht p\u00ebr v\u00ebzhgim dhe riparime. Kjo mir\u00ebmbajtje nuk ishte e mundur t\u00eb b\u00ebhej n\u00eb m\u00ebnyr\u00ebn e duhur gjat\u00eb krize ekonomike ku po kalonte vendi dhe shoq\u00ebria,\u201d thot\u00eb Dragani.<\/p>\n<p style=\"font-weight: 400;\">Kishte nevoj\u00eb p\u00ebr rim\u00ebk\u00ebmbje, por as kompania hekurudhore e as qeveria malazeze nuk i kishin mjetet financiare p\u00ebr ta mb\u00ebshtetur nj\u00eb p\u00ebrmir\u00ebsim t\u00eb till\u00eb.<\/p>\r\n\r\n<h2 style=\"font-weight: 400;\"><strong>\u201cShpresojm\u00eb t\u00eb kemi nj\u00eb bashk\u00ebpunim t\u00eb suksessh\u00ebm me BE-n\u00eb dhe European Investment Bank edhe p\u00ebr projekte t\u00eb ardhshme.\u201d<\/strong><\/h2>\r\n\r\n<p style=\"font-weight: 400;\"><strong>Lidhur me projektin<\/strong><\/p>\n<p style=\"font-weight: 400;\">Zgjerimi i Korridorit Orient\/East-Med n\u00eb Ballkanin Per\u00ebndimor p\u00ebrgjat\u00eb Korridorit 4 \u00ebsht\u00eb p\u00ebraf\u00ebrsisht 580 km i gjat\u00eb dhe p\u00ebrshkon itinerarin nga Vr\u0161ac-i (kufiri Serbi \u2013 Romani) n\u00eb Beograd (Serbi) dhe m\u00eb pas n\u00eb Podgoric\u00eb dhe Tivar (Mal i Zi). Tivar \u2013 Vrbnica (kjo e fundit n\u00eb kufirin Mal i Zi \u2013 Serbi) \u00ebsht\u00eb seksioni m\u00eb i r\u00ebnd\u00ebsish\u00ebm i rrjetit hekurudhor malazez, q\u00eb mbulon rreth 20% t\u00eb t\u00eb gjith\u00eb pasagjer\u00ebve dhe rreth 60% t\u00eb ngarkesave. N\u00ebp\u00ebrmjet WBIF-s\u00eb dhe Instrument for Pre-Accession Assistance-it (IPA) komb\u00ebtar, BE-ja ka caktuar miliona euro p\u00ebr p\u00ebrgatitjen e paketave konkrete t\u00eb investimit, si dhe p\u00ebr pun\u00ebt emergjente t\u00eb restaurimit p\u00ebrgjat\u00eb skarpatave q\u00eb rrezikohen nga rr\u00ebshqitja e dheut. P\u00ebr m\u00eb tep\u00ebr, n\u00eb kuad\u00ebr t\u00eb Connectivity Agenda-s, BE-ja ka caktuar m\u00eb shum\u00eb se 20 milion\u00eb euro p\u00ebr t\u00eb mbuluar 50% t\u00eb shpenzimeve t\u00eb lidhura me instalimin e sinjalistik\u00ebs moderne dhe sistemeve t\u00eb telekomunikacionit n\u00eb Podgoric\u00eb dhe p\u00ebrreth saj, si dhe restaurimin e 29 urave prej betoni dhe 20 tuneleve.<\/p>\r\n\r\n<p style=\"font-weight: 400;\">N\u00eb vitin 2017, BE-ja mori masa. European Investment Bank (EIB) miratoi nj\u00eb hua prej 20 milion\u00eb eurosh p\u00ebr restaurimin e skarpatave, tuneleve, urave dhe sistemeve t\u00eb sinjalistik\u00ebs q\u00eb ishin n\u00eb gjendje m\u00eb kritike n\u00eb linj\u00ebn nga Tivari n\u00eb Vrbnica, n\u00eb kufirin serb. P\u00ebr m\u00eb tep\u00ebr, huaja u kombinua me nj\u00eb grant me vler\u00eb 20 milion\u00eb euro, n\u00eb kuad\u00ebr t\u00eb Connectivity Agenda t\u00eb BE-s\u00eb, n\u00ebp\u00ebrmjet Western Balkans Investment Framework (WBIF). Kjo n\u00ebnkuptonte q\u00eb thuajse 90% e kostos totale prej 45 milion\u00eb eurosh t\u00eb projektit do t\u00eb mbulohej nga buxheti i BE-s\u00eb. Projekti \u00ebsht\u00eb pran\u00eb p\u00ebrfundimit dhe stafi menaxhues i kompanis\u00eb hekurudhore pret nj\u00eb rritje n\u00eb transportin e pasagjer\u00ebve dhe mallrave si rezultat i k\u00ebtij investimi. \u201cShpresojm\u00eb t\u00eb kemi nj\u00eb bashk\u00ebpunim t\u00eb suksessh\u00ebm me BE-n\u00eb dhe European Investment Bank edhe p\u00ebr projekte t\u00eb ardhshme,\u201d thot\u00eb Dragani.<\/p>\n<p style=\"font-weight: 400;\">Teksa ky projekt po i afrohet p\u00ebrfundimit, Dragani shpjegon se hekurudha malazeze pritet t\u00eb nis\u00eb nj\u00eb projekt t\u00eb ri me mb\u00ebshtetjen e BE-s\u00eb.
