{"id":3160709,"date":"2022-07-25T08:46:40","date_gmt":"2022-07-25T08:46:40","guid":{"rendered":"https:\/\/webalkans.eu\/reloading-cooperation-with-civil-society-2\/"},"modified":"2022-07-25T08:46:40","modified_gmt":"2022-07-25T08:46:40","slug":"reloading-cooperation-with-civil-society-2","status":"publish","type":"post","link":"https:\/\/webalkans.eu\/sq\/reloading-cooperation-with-civil-society-2\/","title":{"rendered":"T\u00eb p\u00ebrforcojm\u00eb bashk\u00ebpunimin me shoq\u00ebrin\u00eb civile"},"content":{"rendered":"\nQeverit\u00eb vendore n\u00eb Shqip\u00ebri po rrisin kapacitetin e tyre p\u00ebr t\u00eb menaxhuar bashk\u00ebpunimin me shoq\u00ebrin\u00eb civile, me mb\u00ebshtetjen e Bashkimit Evropian.\r\n\r\n<p style=\"font-weight: 400;\">Raporti i Komisionit Evropian p\u00ebr ecurin\u00eb e Shqip\u00ebris\u00eb gjat\u00eb vitit 2016 tregoi se qeveris\u00eb vendore i mungonte kapaciteti i mjaftuesh\u00ebm p\u00ebr t\u00eb siguruar bashk\u00ebpunimin e duhur apo financimin e shoq\u00ebris\u00eb civile.<sup>\u00a0<\/sup>Raporti vuri n\u00eb dukje nevoj\u00ebn p\u00ebr ndryshimet e duhura strukturore administrative dhe ligjore, si dhe p\u00ebr kapacitete m\u00eb t\u00eb m\u00ebdha njer\u00ebzore p\u00ebr t\u00eb siguruar nj\u00eb mjedis m\u00eb t\u00eb mir\u00eb p\u00ebr bashk\u00ebpunimin nd\u00ebrmjet shoq\u00ebris\u00eb civile dhe qeveris\u00eb vendore.<\/p>\r\n\r\n<p style=\"font-weight: 400;\">Stela Mardusha ka punuar prej tet\u00eb vitesh si specialiste n\u00eb Departamentin e Integrimit Evropian, n\u00eb Bashkin\u00eb e Shkodr\u00ebs. Ajo p\u00ebrshkruan v\u00ebshtir\u00ebsit\u00eb q\u00eb kishte dikur bashkia p\u00ebr disbursimin e fondeve dhe bashk\u00ebpunimin me shoq\u00ebrin\u00eb civile. \u201cNuk kishim ndonj\u00eb metodologji specifike p\u00ebr bashk\u00ebpunimin me organizatat e shoq\u00ebris\u00eb civile (CSO-t\u00eb). Kjo na e b\u00ebnte t\u00eb v\u00ebshtir\u00eb t\u00eb synonim projektet e CSO-ve, me prioritete dhe rezultate t\u00eb p\u00ebrcaktuara qart\u00eb,\u201d thot\u00eb Stela.<\/p>\n<p style=\"font-weight: 400;\">\u2018Regional Programme on Local Democracy in the Western Balkans\u2019 (ReLOaD) \u00ebsht\u00eb nj\u00eb nism\u00eb rajonale, e financuar nga Bashkimi Evropian dhe e v\u00ebn\u00eb n\u00eb zbatim nga UNDP-ja n\u00eb gjasht\u00eb vendet e Ballkanit Per\u00ebndimor. N\u00eb vitin 2017, ReLOaD-i n\u00eb Shqip\u00ebri u b\u00ebri thirrje bashkive t\u00eb aplikonin p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb e programit mb\u00ebshtet\u00ebs, q\u00eb synonte t\u2019i ndihmonte t\u00eb rritnin efikasitetin e kapacitetit administrativ dhe njer\u00ebzor p\u00ebr bashk\u00ebpunimin me organizatat e shoq\u00ebris\u00eb civile. Bashkia e Shkodr\u00ebs ishte nj\u00eb nd\u00ebr 35 bashkit\u00eb q\u00eb aplikuan dhe nd\u00ebr 12 bashkit\u00eb q\u00eb p\u00ebrfituan mb\u00ebshtetje.<\/p>\n<p style=\"font-weight: 400;\"><\/p>\r\n\r\n<h2 style=\"font-weight: 400;\"><strong>\u201cKa nj\u00eb mal me pun\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb, por n\u00eb fund, gjith\u00e7ka ia vlen, sepse ofron nj\u00eb mund\u00ebsi p\u00ebr t\u00eb punuar nga af\u00ebr me shoq\u00ebrin\u00eb civile.\u201d<\/strong><\/h2>\r\n\r\n<p style=\"font-weight: 400;\">P\u00ebr Stel\u00ebn, risia kryesore dhe m\u00eb e r\u00ebnd\u00ebsishme e prezantuar nga programi ishte metodologjia LOD dhe manuali q\u00eb u miratua nga K\u00ebshilli i Bashkis\u00eb, n\u00eb fillim t\u00eb bashk\u00ebpunimit me programin ReLOaD. \u201cLOD\u201d \u00ebsht\u00eb akronimi p\u00ebr \u2018Local Democracy\u2019 dhe \u00ebsht\u00eb nj\u00eb instrument n\u00eb p\u00ebrputhje me rregullat e BE-s\u00eb p\u00ebr financimin e veprimtarive t\u00eb jashtme dhe garantimin e nj\u00eb procedure t\u00eb hapur, mund\u00ebsive t\u00eb barabarta p\u00ebr t\u00eb gjith\u00eb kandidat\u00ebt, qart\u00ebsis\u00eb dhe transparenc\u00ebs. Manuali fillon me caktimin e prioriteteve dhe p\u00ebrfshin b\u00ebrjen e thirrjes, menaxhimin e projektit, v\u00ebnien n\u00eb zbatim dhe v\u00ebzhgimin e ecuris\u00eb. <em>\u201cKa nj\u00eb mal me pun\u00eb p\u00ebr t\u00eb b\u00ebr\u00eb, por n\u00eb fund, gjith\u00e7ka ia vlen, sepse ofron nj\u00eb mund\u00ebsi p\u00ebr t\u00eb punuar nga af\u00ebr me shoq\u00ebrin\u00eb civile,\u201d thot\u00eb Stela. <\/em><\/p>\n<p style=\"font-weight: 400;\"><strong>Fuqizimi i burimeve njer\u00ebzore p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb e sh\u00ebrbimeve<\/strong><\/p>\n<p style=\"font-weight: 400;\">Rritja e kapacitetit t\u00eb stafit t\u00eb bashkive partnere dhe CSO-ve n\u00eb zon\u00ebn e ciklit t\u00eb menaxhimit t\u00eb projekteve ishte nj\u00eb nd\u00ebr shtyllat themelore t\u00eb programit ReLOaD. Krahas prezantimit t\u00eb metodologjis\u00eb LOD, programi mb\u00ebshteti edhe bashkit\u00eb partnere q\u00eb t\u00eb trajnonin stafin e tyre p\u00ebr zbatimin e metodologjis\u00eb. Trajnimi p\u00ebrfshiu njohuri teknike p\u00ebr hartimin e raporteve dhe buxheteve, si dhe zbatimin e monitorimin e projekteve, duke u bazuar te standardet e Bashkimit Evropian dhe aft\u00ebsi t\u00eb tjera t\u00eb nevojshme. Stela thot\u00eb se ky trajnim, jo vet\u00ebm q\u00eb e solli m\u00eb pran\u00eb organizatave t\u00eb shoq\u00ebris\u00eb civile, por edhe e ndihmoi t\u00eb formonte praktika t\u00eb mira pune.<\/p>\n<p style=\"font-weight: 400;\">Bashkit\u00eb e Shkodr\u00ebs dhe Tiran\u00ebs u p\u00ebrshtat\u00ebn shum\u00eb shpejt, zbatuan me sukses metodologjin\u00eb LOD dhe tani luajn\u00eb rolin e mentorit p\u00ebr bashkit\u00eb e reja partnere.<\/p>\r\n\r\n<h2 style=\"font-weight: 400;\"><strong>&#8220;Pas nj\u00eb p\u00ebrvoje pes\u00eb-vje\u00e7are, u b\u00ebj thirrje koleg\u00ebve t\u00eb mi q\u00eb t\u00eb p\u00ebrfitojn\u00eb sa m\u00eb shum\u00eb t\u00eb jet\u00eb e mundur nga mund\u00ebsia q\u00eb ofron ReLOaD-i . P\u00ebr administrat\u00ebn, \u00ebsht\u00eb nj\u00eb mund\u00ebsi e shk\u00eblqyer t\u00eb nx\u00ebni: \u00ebsht\u00eb nj\u00eb kurs afatgjat\u00eb, p\u00ebrfituesit prej t\u00eb cilit jan\u00eb administratat lokale, organizatat e shoq\u00ebris\u00eb civile dhe vet\u00eb shoq\u00ebria.\u201d<\/strong><\/h2>\r\n\r\n<p style=\"font-weight: 400;\"><strong>Lidhur me projektin <\/strong><\/p>\n<p style=\"font-weight: 400;\">\u2018Regional Programme on Local Democracy in the Western Balkans\u2019 (ReLOaD) \u00ebsht\u00eb nj\u00eb nism\u00eb rajonale, e financuar nga Bashkimi Evropian dhe e v\u00ebn\u00eb n\u00eb zbatim nga UNDP-ja. Programi synon t\u00eb konsolidoj\u00eb demokracit\u00eb pjes\u00ebmarr\u00ebse dhe procesin e integrimit t\u00eb BE-s\u00eb n\u00eb Ballkanin Per\u00ebndimor, duke nxitur shoq\u00ebrin\u00eb civile t\u00eb marr\u00eb pjes\u00eb n\u00eb m\u00ebnyr\u00eb aktive n\u00eb vendimmarrje dhe duke nd\u00ebrtuar nj\u00eb mjedis t\u00eb sigurt ligjor dhe financiar p\u00ebr shoq\u00ebrin\u00eb civile dhe pluralizmin e medias. Gjithashtu, punon p\u00ebr t\u00eb p\u00ebrforcuar partneritetet nd\u00ebrmjet qeverive vendore dhe shoq\u00ebris\u00eb civile n\u00eb Ballkanin Per\u00ebndimor, duke p\u00ebrmir\u00ebsuar nj\u00eb model t\u00eb suksessh\u00ebm financimi t\u00eb organizat\u00ebs s\u00eb shoq\u00ebris\u00eb civile, q\u00eb \u00ebsht\u00eb transparent, bazohet te projekti dhe buron nga buxhetet e qeveris\u00eb vendore drejt nj\u00eb p\u00ebrfshirjeje m\u00eb t\u00eb madhe t\u00eb qytetar\u00ebve n\u00eb vendimmarrje dhe n\u00eb p\u00ebrmir\u00ebsimin e ofrimit t\u00eb sh\u00ebrbimeve lokale.<\/p>\n<p style=\"font-weight: 400;\"><\/p>\r\n\r\n<p style=\"font-weight: 400;\">Gjat\u00eb tre viteve t\u00eb para, programi ReLOaD siguroi fonde edhe p\u00ebr organizatat lokale joqeveritare. M\u00eb shum\u00eb se 5,000 qytetar\u00eb shkodran\u00eb p\u00ebrfituan nga nismat q\u00eb promovojn\u00eb gjith\u00ebp\u00ebrfshirjen sociale, fuqizimin e grave, turizmin, kultur\u00ebn dhe rinin\u00eb.
