Zonat kufitare t\u00eb Likov\u00ebs n\u00eb Maqedonin\u00eb e Veriut dhe t\u00eb Preshev\u00ebs n\u00eb Serbi jan\u00eb t\u00eb dyja bashki me popullsi t\u00eb vog\u00ebl: Likova ka 13,000 banor\u00eb, nd\u00ebrsa Presheva 27,000. Duke qen\u00eb se shumica e banor\u00ebve t\u00eb tyre jetojn\u00eb n\u00eb zona rurale, ata kan\u00eb kultur\u00eb, tradita e sistem ekonomik t\u00eb ngjash\u00ebm dhe lidhje t\u00eb forta familjare e miq\u00ebsie. Sidoqoft\u00eb, kan\u00eb edhe t\u00eb nj\u00ebjtin problem t\u00eb r\u00ebnd\u00ebsish\u00ebm: nj\u00eb nivel t\u00eb lart\u00eb ndotjeje q\u00eb vjen nga vend-grumbullimet e paligjshme t\u00eb mbeturinave. \u00a0N\u00eb bashkin\u00eb e Preshev\u00ebs gjenden 11 vend-grumbullime t\u00eb paligjshme mbeturinash dhe shtat\u00eb t\u00eb tilla n\u00eb Likov\u00eb.<\/p>\r\n\r\n

T\u00eb dyja bashkit\u00eb kan\u00eb nj\u00eb sistem p\u00ebr grumbullimin e mbetjeve, q\u00eb \u00ebsht\u00eb organizuar n\u00ebp\u00ebrmjet kompanive t\u00eb sh\u00ebrbimit publik. Sidoqoft\u00eb, k\u00ebto kompani nuk i mbulojn\u00eb krejt\u00ebsisht bashkit\u00eb e tyre p\u00ebrkat\u00ebse. Kompania Pisha n\u00eb Likov\u00eb mir\u00ebmban dhjet\u00eb fshatra nga 22 fshatrat e banuara n\u00eb zon\u00ebn ku \u00ebsht\u00eb r\u00ebn\u00eb dakord t\u00eb grumbullohen mbetje, nd\u00ebrsa kompania Moravica n\u00eb an\u00ebn serbe t\u00eb kufirit mbulon 11 fshatra nga 34 t\u00eb tilla t\u00eb banuara n\u00eb bashki. Problemi n\u00eb rritje i fshatrave, t\u00eb cilave nuk u \u00ebsht\u00eb ofruar sh\u00ebrbim, nuk u arrit t\u00eb shqyrtohej n\u00eb nivel bashkiak p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb fondeve dhe koordinimit dhe p\u00ebr k\u00ebt\u00eb arsye, dy bashkit\u00eb vendos\u00ebn t\u00eb k\u00ebrkonin mb\u00ebshtetje t\u00eb jashtme p\u00ebr t\u00eb menaxhuar problemin.<\/p>\r\n\r\n

\u201cDuke marr\u00eb parasysh p\u00ebrmasat relativisht t\u00eb vogla t\u00eb bashkive, numri i njer\u00ebzve me s\u00ebmundje ngjit\u00ebse ishte shum\u00eb i lart\u00eb dhe p\u00ebr ne ishte e dukshme q\u00eb nj\u00eb nd\u00ebr arsyet kryesore p\u00ebr k\u00ebt\u00eb ishin vend-grumbullimet e paligjshme t\u00eb mbeturinave dhe mjedisi i ndotur.\u201d<\/strong><\/h2>\r\n\r\n

T\u00eb bashkojm\u00eb forcat p\u00ebr nj\u00eb mjedis m\u00eb t\u00eb mir\u00eb <\/strong><\/p>\n

Aleksandar Gumberovski \u00ebsht\u00eb menaxher projekti me bashkin\u00eb e Likov\u00ebs. Ai shpjegon se, n\u00eb baz\u00eb t\u00eb t\u00eb dh\u00ebnave zyrtare, t\u00eb marra nga Spitali Rajonal n\u00eb Vranj\u00eb, numri i personave me s\u00ebmundje ngjit\u00ebse n\u00eb bashkin\u00eb e Preshev\u00ebs ishte 20 n\u00eb vitin 2017, 30 n\u00eb vitin 2018 dhe 35 vet\u00ebm n\u00eb gjysm\u00ebn e par\u00eb t\u00eb vitit 2019. N\u00eb an\u00ebn e tij t\u00eb kufirit, n\u00eb Likov\u00eb, numri i njer\u00ebzve me s\u00ebmundje ngjit\u00ebse ishte 23 n\u00eb vitin 2017, 38 n\u00eb vitin 2018 dhe 42 vet\u00ebm n\u00eb gjysm\u00ebn e par\u00eb t\u00eb vitit 2019, gj\u00eb q\u00eb d\u00ebshmon p\u00ebr rritje t\u00eb vazhdueshme t\u00eb infektimit edhe atje. \u201cDuke marr\u00eb parasysh p\u00ebrmasat relativisht t\u00eb vogla t\u00eb bashkive, numri i njer\u00ebzve me s\u00ebmundje ngjit\u00ebse ishte shum\u00eb i lart\u00eb dhe p\u00ebr ne ishte e dukshme q\u00eb nj\u00eb nd\u00ebr arsyet kryesore p\u00ebr k\u00ebt\u00eb ishin vend-grumbullimet e paligjshme t\u00eb mbeturinave dhe mjedisi i ndotur,\u201d thot\u00eb Aleksandar-i.<\/p>\n

P\u00ebr shkak t\u00eb madh\u00ebsive t\u00eb tyre dhe ekonomis\u00eb kryesisht rurale, asnj\u00ebra prej bashkive nuk zot\u00ebron fonde t\u00eb mjaftueshme p\u00ebr t\u00eb mbuluar n\u00eb m\u00ebnyr\u00ebn e duhur t\u00eb gjitha sh\u00ebrbimet p\u00ebr banor\u00ebt dhe kjo \u00ebsht\u00eb arsyeja pse nuk arrit\u00ebn t\u00eb ofronin sh\u00ebrbime p\u00ebr grumbullimin e mbetjeve p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt . Sidoqoft\u00eb, duke qen\u00eb se n\u00eb bashkin\u00eb e Likov\u00ebs pati nj\u00eb p\u00ebrvoj\u00eb t\u00eb mir\u00eb mb\u00ebshtetjeje nga donator\u00ebt, ata bashkuan forcat me bashkin\u00eb fqinje t\u00eb Preshev\u00ebs n\u00eb an\u00ebn serbe t\u00eb kufirit dhe vendos\u00ebn t\u00eb aplikonin p\u00ebr financim nga BE-ja, q\u00eb t\u2019i ndihmonte me k\u00ebt\u00eb problem.<\/p>\n

Ata krijuan bashkarisht nj\u00eb projekt t\u00eb titulluar \u201cM\u00eb Pak Mbeturina, M\u00eb Pak Rrezik, M\u00eb Shum\u00eb Sh\u00ebndet\u201d dhe mor\u00ebn mb\u00ebshtetje nga programi i Bashk\u00ebpunimit Nd\u00ebrkufitar Maqedoni e Veriut \u2013 Serbi, t\u00eb financuar nga BE-ja. N\u00ebp\u00ebrmjet projektit, ata blen\u00eb dy kamion\u00eb t\u00eb m\u00ebdhenj p\u00ebr grumbullimin e mbetjeve, 20 kontejner\u00eb m\u00eb t\u00eb m\u00ebdhenj p\u00ebr grumbullimin e mbetjeve dhe mbi 1700 kazan\u00eb t\u00eb vegj\u00ebl p\u00ebr t\u2019i shp\u00ebrndar\u00eb n\u00eb familjet e rajonit.<\/p>\r\n\r\n

\u201cK\u00ebto bashki jan\u00eb t\u00eb pazhvilluara dhe ka munges\u00eb fondesh p\u00ebr thuajse \u00e7do sektor. P\u00ebr k\u00ebt\u00eb arsye, mb\u00ebshtetja e BE-s\u00eb luan rol shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr zgjidhjen e problemeve tona, madje ndonj\u00ebher\u00eb edhe p\u00ebr ato m\u00eb t\u00eb thjeshtat.\u201d<\/strong><\/h2>\r\n\r\n

Lidhur me projektin <\/strong><\/p>\n

Projekti i bashk\u00ebpunimit nd\u00ebrkufitar \u201cM\u00eb Pak Mbeturina, M\u00eb Pak Rrezik, M\u00eb Shum\u00eb Sh\u00ebndet\u201d, i financuar nga BE-ja, nisi n\u00eb fillim t\u00eb vitit 2021 dhe do t\u00eb vazhdoj\u00eb deri n\u00eb fund t\u00eb vitit 2022. Vlera e p\u00ebrgjithshme e projektit arrin mbi 250,000 euro, rreth 85% prej t\u00eb cilave jan\u00eb financuar nga BE-ja. Objektivat specifik\u00eb t\u00eb k\u00ebtij projekti p\u00ebrfshijn\u00eb:<\/p>\n

rritjen e kapacitetit p\u00ebr t\u00eb menaxhuar rreziqet e krijuara nga njeriu dhe ato t\u00eb lidhura me asgj\u00ebsimin e mbetjeve t\u00eb ngurta dhe me mbrojtjen e mjedisit; rritjen e kapacitetit dhe p\u00ebrmir\u00ebsimin e qasjes s\u00eb institucioneve ndaj sh\u00ebrbimeve p\u00ebr organizimin e mbetjeve; rritjen e nd\u00ebrgjegj\u00ebsimit tek banor\u00ebt vendas p\u00ebr pasojat e ndotjes; dhe uljen e s\u00ebmundjeve ngjit\u00ebse.<\/p>\r\n\r\n

P\u00ebrve\u00e7 mb\u00ebshtetjes me pajisje, projekti do t\u00eb nis\u00eb gjithashtu edhe nj\u00eb fushat\u00eb nd\u00ebrgjegj\u00ebsimi me flet\u00ebpalosje dhe video, p\u00ebr t\u00eb ndryshuar zakonet e qytetar\u00ebve q\u00eb lidhen me mjedisin, duke i inkurajuar t\u00eb p\u00ebrdorin kazan\u00ebt e sapo-bler\u00eb p\u00ebr mbetjet e tyre.<\/p>\n

Ky nuk \u00ebsht\u00eb projekti i par\u00eb i financuar nga BE-ja nga i cili ka p\u00ebrfituar bashkia e Likov\u00ebs. Aleksandar-i shpjegon se, bashkia \u00ebsht\u00eb n\u00eb kufi edhe me Bullgarin\u00eb dhe Kosov\u00ebn dhe p\u00ebr k\u00ebt\u00eb arsye, ata kan\u00eb qen\u00eb pjes\u00eb e programeve t\u00eb tjera p\u00ebr bashk\u00ebpunim nd\u00ebrkufitar. \u201cK\u00ebto bashki jan\u00eb t\u00eb pazhvilluara dhe ka munges\u00eb fondesh p\u00ebr thuajse \u00e7do sektor.
