BE-ja mir\u00ebpret konstituimin e parlamentit t\u00eb ri dhe formimin e qeveris\u00eb, e cila ne presim t\u00eb demonstroj\u00eb me shpejt\u00ebsi kapacitetin dhe p\u00ebrkushtimin e saj n\u00eb rrug\u00ebtimin e Malit t\u00eb Zi n\u00eb BE dhe t\u00eb zbatoj\u00eb reformat n\u00eb lidhje me an\u00ebtar\u00ebsimin n\u00eb BE.\u00a0N\u00eb p\u00ebrgjith\u00ebsi, progresi i negociatave t\u00eb an\u00ebtar\u00ebsimit do t\u00eb varet nga reformat n\u00eb fush\u00ebn e shtetit t\u00eb s\u00eb drejt\u00ebs (d.m.th. p\u00ebrmbushja e standardeve t\u00eb p\u00ebrkohshme t\u00eb p\u00ebrcaktuara n\u00eb kapitujt 23 dhe 24). Mali i Zi vazhdon t\u00eb jet\u00eb n\u00eb p\u00ebrputhje me Politik\u00ebn e P\u00ebrbashk\u00ebt t\u00eb Jashtme dhe t\u00eb Siguris\u00eb.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong><span lang=\"SQ\">Serbia<\/span><\/strong><span lang=\"SQ\"> ka vazhduar zbatimin e reformave n\u00eb lidhje me an\u00ebtar\u00ebsimin n\u00eb BE, duke p\u00ebrfshir\u00eb edhe n\u00eb fush\u00ebn e shtetit t\u00eb s\u00eb drejt\u00ebs. Serbia nisi zbatimin e ndryshimeve kushtetuese t\u00eb vitit 2022 p\u00ebr t\u00eb forcuar pavar\u00ebsin\u00eb e gjyq\u00ebsorit dhe miratoi legjislacionin e ri p\u00ebr median. Zbatimi i k\u00ebtij t\u00eb fundit mund t\u00eb p\u00ebrmir\u00ebsoj\u00eb ndjesh\u00ebm mjedisin rregullator. Megjithat\u00eb, ndryshime t\u00eb m\u00ebtejshme do t\u00eb nevojiten p\u00ebr t\u00eb qen\u00eb plot\u00ebsisht n\u00eb p\u00ebrputhje me<em> acquis<\/em> t\u00eb BE-s\u00eb dhe standardet evropiane. Si nj\u00eb \u00e7\u00ebshtje me p\u00ebrpar\u00ebsi, Serbia duhet t\u00eb p\u00ebrmir\u00ebsoj\u00eb, p\u00ebrafrimin e saj me politik\u00ebn e p\u00ebrbashk\u00ebt t\u00eb jashtme dhe t\u00eb siguris\u00eb t\u00eb BE-s\u00eb, duke p\u00ebrfshir\u00eb masat kufizuese dhe deklaratat ndaj Rusis\u00eb. Ajo q\u00eb nevojitet p\u00ebr zbatimin e reformave n\u00eb fush\u00ebn e shtetit t\u00eb s\u00eb drejt\u00ebs \u00ebsht\u00eb gjithashtu puna e m\u00ebtejshme dhe angazhimi politik. Vler\u00ebsimi i Komisionit mbetet se Serbia ka p\u00ebrmbushur teknikisht standardet p\u00ebr hapjen e grupimit 3 (konkurrueshm\u00ebria dhe rritja gjith\u00ebp\u00ebrfshir\u00ebse). Serbia duhet t\u00eb bashk\u00ebpunoj\u00eb plot\u00ebsisht dhe t\u00eb marr\u00eb t\u00eb gjith\u00eb hapat e nevojsh\u00ebm p\u00ebr t\u00eb siguruar p\u00ebrgjegj\u00ebsi p\u00ebr sulmin e dhunsh\u00ebm ndaj Policis\u00eb s\u00eb Kosov\u00ebs m\u00eb 24 shtator dhe sulmin ndaj KFOR-it m\u00eb 29 maj. P\u00ebr normalizimin e marr\u00ebdh\u00ebnieve me Kosov\u00ebn, p\u00ebrderisa u arrit Marr\u00ebveshja n\u00eb Dialogun e leht\u00ebsuar nga BE-ja, <strong>Serbia<\/strong> dhe <strong>Kosova<\/strong>ende nuk kan\u00eb filluar zbatimin e detyrimeve t\u00eb tyre p\u00ebrkat\u00ebse, t\u00eb cilat jan\u00eb obliguese p\u00ebr Partit\u00eb dhe nj\u00eb pjes\u00eb ky\u00e7 e rrug\u00ebtimeve evropiane.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><span lang=\"SQ\">N\u00eb <strong>Maqedonin\u00eb e Veriut<\/strong>, autoritetet kan\u00eb deklaruar vazhdimisht se an\u00ebtar\u00ebsimi i BE-s\u00eb mbetet q\u00ebllimi i tyre strategjik. Maqedonia e Veriut ka vazhduar t\u00eb p\u00ebrafrohet plot\u00ebsisht me Politik\u00ebn e P\u00ebrbashk\u00ebt t\u00eb Jashtme dhe t\u00eb Siguris\u00eb (CFSP) t\u00eb BE-s\u00eb. Vendi ka b\u00ebr\u00eb gjithashtu disa p\u00ebrparime n\u00eb fush\u00ebn e drejt\u00ebsis\u00eb, liris\u00eb dhe siguris\u00eb, duke p\u00ebrfshir\u00eb luft\u00ebn kundrejt krimit t\u00eb organizuar dhe menaxhimin e migracionit. Si vend negociues, Maqedonia e Veriut duhet t\u00eb p\u00ebrmbush\u00eb zbatimin e reformave t\u00eb lidhura me BE-n\u00eb, duke p\u00ebrfshir\u00eb gjyq\u00ebsorin,luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar, reform\u00ebn e administrimit publik, duke p\u00ebrfshir\u00eb menaxhimin e financave publike dhe prokurimin publik. Maqedonia e Veriut \u00ebsht\u00eb zotuar t\u00eb nis\u00eb dhe t\u00eb arrij\u00eb ndryshimet p\u00ebrkat\u00ebse kushtetuese si \u00e7\u00ebshtje prioritare, me q\u00ebllim p\u00ebrfshirjen e shtetasve q\u00eb jan\u00eb pjes\u00eb e njer\u00ebzve t\u00eb tjer\u00eb. Procesi i vler\u00ebsimit t\u00eb <em>acquis-it<\/em> t\u00eb BE-s\u00eb ka p\u00ebrparuar me ngadal\u00eb dhe autoritetet kan\u00eb treguar nj\u00eb nivel t\u00eb lart\u00eb p\u00ebrkushtimi. Komisioni i paraqiti K\u00ebshillit raportet e vler\u00ebsimit p\u00ebr \u201cgrupimin themelor\u201d p\u00ebr Maqedonin\u00eb e Veriut n\u00eb korrik dhe pret e padurim nj\u00eb vazhdim t\u00eb shpejt\u00eb, me synimin p\u00ebr hapjen e negociatave n\u00eb k\u00ebt\u00eb grup deri n\u00eb fund t\u00eb vitit.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong><span lang=\"SQ\">Shqip\u00ebria<\/span><\/strong><span lang=\"SQ\"> vazhdoi t\u00eb demonstronte vendosm\u00ebrin\u00eb e saj p\u00ebr t\u00eb zbatuar reformat e BE-s\u00eb dhe t\u00eb b\u00ebj\u00eb p\u00ebrparim n\u00eb reformat n\u00ebn \u201cgrupimin<b> <\/b>themelor\u201d. P\u00ebrafrimi i vazhduesh\u00ebm i plot\u00eb me CFSP-n\u00eb e BE-s\u00eb ishte gjithashtu nj\u00eb sinjal i fort\u00eb i zgjedhjes strategjike t\u00eb vendit p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE. Nevojiten p\u00ebrpjekje t\u00eb m\u00ebtejshme p\u00ebr lirin\u00eb e shprehjes, \u00e7\u00ebshtjet e pakicave dhe t\u00eb drejtat pron\u00ebsore, si dhe n\u00eb fusha ky\u00e7 t\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs, si lufta kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar. Procesi i vler\u00ebsimit t\u00eb <em>acquis-it<\/em> t\u00eb BE-s\u00eb ka p\u00ebrparuar me ngadal\u00eb dhe autoritetet kan\u00eb treguar nj\u00eb nivel t\u00eb lart\u00eb p\u00ebrkushtimi. Komisioni i paraqiti k\u00ebshillit raportet e vler\u00ebsimit mbi \u201cgrupimin themelor\u201d p\u00ebr Shqip\u00ebrin\u00eb n\u00eb korrik dhe pret nj\u00eb ndjekje t\u00eb shpejt\u00eb. Ai synon t\u00eb hap\u00eb negociatat n\u00eb grupimin 1 (themelor) deri n\u00eb fund t\u00eb vitit.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><span lang=\"SQ\">N\u00eb <strong>Bosnje dhe Hercegovin\u00eb<\/strong>, statusi i kandidatit t\u00eb vitit t\u00eb kaluar solli nj\u00eb dinamik\u00eb pozitive shum\u00eb t\u00eb nevojshme. Nj\u00eb qeveri e re \u00ebsht\u00eb krijuar me shpejt\u00ebsi pas zgjedhjeve dhe ka filluar t\u00eb jap\u00eb reforma, ve\u00e7an\u00ebrisht p\u00ebrmes amendamenteve q\u00eb futin kontrollin e integritetit n\u00eb gjyq\u00ebsor. Megjithat\u00eb, nevojiten p\u00ebrpjekje t\u00eb m\u00ebtejshme. Kjo p\u00ebrfshin miratimin e reformave t\u00eb r\u00ebnd\u00ebsishme t\u00eb shtetit t\u00eb s\u00eb drejt\u00ebs dhe gjyq\u00ebsorit dhe p\u00ebrparimin e reformave kushtetuese dhe zgjedhore, t\u00eb cilat jan\u00eb prioriteti m\u00eb i madh p\u00ebr t\u00eb garantuar t\u00eb drejta t\u00eb barabarta p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt. \u00cbsht\u00eb gjithashtu e r\u00ebnd\u00ebsishme ruajtja e rendit kushtetues t\u00eb vendit. Masat secesioniste dhe autoritare t\u00eb prezantuara n\u00eb entitetin e Republik\u00ebs Srpska nuk jan\u00eb n\u00eb p\u00ebrputhje me rrug\u00ebtimin<b> <\/b>e BE-s\u00eb. K\u00ebrkohen p\u00ebrpjekje t\u00eb m\u00ebtejshme q\u00eb Bosnja dhe Hercegovina t\u00eb p\u00ebrmbush\u00eb prioritetet ky\u00e7 t\u00eb p\u00ebrcaktuara n\u00eb <\/span><span lang=\"EN-GB\"><a href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/system\/files\/2019-05\/20190529-bosnia-and-herzegovina-opinion.pdf\"><span lang=\"SQ\">Opinionin e Komisionit p\u00ebr aplikimin e saj p\u00ebr an\u00ebtar\u00ebsim<\/span><\/a><\/span><span lang=\"SQ\">. Prandaj, Komisioni rekomandon hapjen e negociatave t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE me Bosnj\u00ebn dhe Hercegovin\u00ebn, pasi t\u00eb arrihet shkalla e nevojshme e p\u00ebrputhshm\u00ebris\u00eb me kriteret e an\u00ebtar\u00ebsimit.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong><span lang=\"SQ\">Kosova<\/span><\/strong><span lang=\"SQ\"> ka mbetur e p\u00ebrkushtuar n\u00eb rrug\u00ebtimin e saj evropiane. Ajo ka vazhduar t\u00eb p\u00ebrafrohet plot\u00ebsisht dhe vullnetarisht me CFSP-n\u00eb e BE-s\u00eb, duke p\u00ebrfshir\u00eb d\u00ebnimin e luft\u00ebs s\u00eb agresionit t\u00eb Rusis\u00eb kund\u00ebr Ukrain\u00ebs dhe miratimin e masave kufizuese kund\u00ebr saj. Periudha e raportimit d\u00ebshmoi arritje legjislative, duke p\u00ebrfshir\u00eb nj\u00eb reform\u00eb t\u00eb r\u00ebnd\u00ebsishme zgjedhore.
