Better transport links can transform a region or community, and drive growth and wider benefits.<\/p>\n<\/div>\n<p><img decoding=\"async\" src=\"\/wp-content\/uploads\/2021\/05\/Transport.jpeg\" alt=\"Transport\"><\/p>\n<div>\n<p>The EU has contributed to improving infrastructure in the Western Balkans over decades. Yet, there remains much to do. That\u2019s why the EU is stepping up investment in transport in the region.<\/p>\n<p>The goal? Faster, greener transport solutions! Better links within the Western Balkans, and with the EU, will improve the quality of life for all, and help businesses compete across Europe and beyond.<\/p>\n<\/div>\n<div>\n<p>        <img decoding=\"async\" src=\"\/wp-content\/uploads\/2021\/05\/1.3.2-TRANSPORT-6.jpg\" alt=\"\"><\/p>\n<h3>What are the challenges?<\/h3>\n<div>\n<p>Despite much investment over the past 30 years, transport infrastructure in the Western Balkans lags behind much of the rest of Europe, in both quality and density. A legacy of poorly maintained and fragmented networks has hampered growth and integration within the region, and with the EU.<\/p>\n<ul>\n<li>This has a host of knock-on effects, for instance, on safety, on the environment, on trade, and on attracting services and people to work in poorly connected areas.<\/li>\n<li>Almost one-third of the region\u2019s road network requires urgent maintenance or upgrading. Over 35% of the secondary rail network requires investment, with 30% affected by capacity constraints.<\/li>\n<li>On density, the Western Balkans has an average of 54 km of road per 100 sq. km of land, compared with 126 km in other Central and Southeast European countries in the EU (excluding Romania and Bulgaria).<\/li>\n<\/ul>\n<p>This has a direct impact on the movement of goods and the people within the region and beyond. According to the World Bank, \u201cdelays at crossings in the Western Balkans are five times longer than in many EU countries and trucks spend some 26 million hours at crossings in the region each year \u2013 that\u2019s nearly 3,000 years\u201d.<\/p>\n<\/div>\n<\/div>\n<div>\n<p>        <img decoding=\"async\" src=\"\/wp-content\/uploads\/2021\/05\/1.3.3-TRANSPORT-14.jpg\" alt=\"\"><\/p>\n<h3>How is the EU responding?<\/h3>\n<div>\n<p>Improving and expanding transport links across the Western Balkans, and with the EU, is a priority for the region and the EU. Travelling and transporting goods should be faster, cheaper, greener, and safer.<\/p>\n<p>Between 2015 and 2020, the EU provided \u20ac1 billion in grants to transport and energy projects. Channelled through the <a href=\"http:\/\/www.wbif.eu\">Western Balkans Investment Framework (WBIF)<\/a> \u2013 an EU-led donor investment platform that pools funds from various sources \u2013 this resulted in dozens of major road schemes, rail interconnections, and upgrades at ports. Combined with loans of partner financial institutions, these grants generated almost \u20ac4 billion in investment, and created over 45,000 jobs.<\/p>\n<p>As well as hard infrastructure, EU support also links to issues like regulations and border procedures, which affect travel costs and time. This foresees extensive investment for flagship projects in areas such as transport, energy, and the green and digital transitions.<\/div>\n<div>Priority projects in the transport sector will include those extending Trans-European Transport Network (TEN-T). The aim is to bring the core network up to EU standards, create stronger links inter-regionally, and with the EU, and promote greener transport.<\/div>\n<ul>\n<li>\n<h3>Rail<\/h3>\n<div><strong>renaissance<\/strong> \u2013 Modernising key railway stations and improving the rail network and connections with other public transport systems. This will bring many benefits, for instance, moving freight off roads and improving air quality through lower emissions.<\/div>\n<\/li>\n<li>\n<h3>\u2018Smart\u2019 roads<\/h3>\n<div>Integrating sustainable and smart technologies in road transport such as multimodal transport nodes, electric charging stations, and intelligent transportation systems<strong>. <\/strong>This will help to increase safety and efficiency, and optimise traffic flows.<\/div>\n<\/li>\n<li>\n<h3>Maritime and inland waterways<\/h3>\n<div>Continued support for maritime and inland waterway ports and related infrastructure. Moving goods by water can offer a greener alternative to truck transport.<\/div>\n<\/li>\n<li>\n<h3>Multimodal transport<\/h3>\n<div>Prioritising green public transport solutions and sustainable urban mobility plans (such as cycling and pedestrian infrastructure), creation of low-emission zones and infrastructure for low emission vehicles.
