The meeting served to open negotiations with Albania on the so-called cluster 3: competitiveness and inclusive growth.\n\nThis cluster includes the following negotiating chapters:\n<ul>\n \t<li>Chapter 10 &#8211; Digital transformation and media,<\/li>\n \t<li>Chapter 16 &#8211; Taxation,<\/li>\n \t<li>Chapter 17 &#8211; Economic and monetary policy,<\/li>\n \t<li>Chapter 19 &#8211; Social policy and employment,<\/li>\n \t<li>Chapter 20 &#8211; Enterprise and industrial policy,<\/li>\n \t<li>Chapter 25 &#8211; Science and research,<\/li>\n \t<li>Chapter 26 &#8211; Education and culture,<\/li>\n \t<li>Chapter 29 &#8211; Customs union<\/li>\n<\/ul>\nThe EU also set benchmarks for the provisional closure of these chapters.\n\nThis follows the opening of the first cluster on \u2018Fundamentals\u2019, the sixth cluster on \u2018External relations\u2019 and the second cluster on \u2018Internal market\u2019 at the Accession Conferences with Albania held on 15 October 2024, 17 December 2024, and 14 April 2025, respectively.\n\nMonitoring of progress in the alignment with and implementation of the EU\u00a0<em>acquis<\/em>\u00a0and relevant European standards will continue throughout the negotiations.\n\nThe Accession Conference will return to this cluster at an appropriate moment.\n\nThe European Union delegation was led by Ambassador Agnieszka Bartol, Permanent Representative of Poland to the EU, on behalf of the Polish Presidency of the Council of the EU, with the participation of Commission Director General Gert Jan Koopman.\u00a0The Albanian delegation was led by Mr Igli Hasani, Minister for Europe and Foreign Affairs of Albania.\n<h2>Background<\/h2>\nFollowing the introduction of the revised methodology for the accession negotiations in 2020, negotiating chapters are divided in six thematic clusters:\n<ul>\n \t<li>Fundamentals<\/li>\n \t<li>Internal market<\/li>\n \t<li>Competitiveness and inclusive growth<\/li>\n \t<li>Green agenda and sustainable connectivity<\/li>\n \t<li>Resources, agriculture and cohesion<\/li>\n \t<li>External relations<\/li>\n<\/ul>\nNegotiations on the Fundamentals cluster are the first to be opened and the last to be closed, and progress under this cluster will determine the overall pace of negotiations.\n<ul class=\"gsc-link-list gsc-u-list-unstyled\" data-block-flow-sm=\"\">\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link pa-external-link-click\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/AD-6-2025-INIT\/en\/pdf\">EU common position on Cluster 3: Competitiveness and inclusive growth\u00a0<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link pa-external-link-click\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/AD-4-2025-INIT\/en\/pdf\">EU common position on Cluster 2 : Internal market\u00a0<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link pa-external-link-click\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/AD-25-2024-INIT\/en\/pdf\">EU common position on Cluster 6: External relations\u00a0<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2022\/07\/19\/intergovernmental-conference-at-ministerial-level-on-the-accession-of-albania\">First meeting of the Accession Conference with Albania, 19 July 2022<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/10\/15\/second-meeting-of-the-accession-conference-with-albania-at-ministerial-level\">Second meeting of the Accession Conference with Albania, 15 October 2024<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/12\/17\/third-meeting-of-the-accession-conference-with-albania-at-ministerial-level\">Third meeting of the Accession Conference with Albania, 17 December 2024<\/a><\/li>\n \t<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/04\/14\/accession-conference-with-albania-eu-opens-negotiations-on-the-internal-market-cluster\">Fourth meeting of the Accession Conference with Albania, 14 April 2025<\/a><\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>The fifth meeting of the Accession Conference with Albania was held today in Brussels.
