High Representative Kaja Kallas also attended.<\/p>\n<p>A\u00a0<strong>declaration<\/strong>\u00a0was issued at the end of the EU-Western Balkans<strong>\u00a0<\/strong>summit. All attending partners from the region have aligned with it.<\/p>\n<ul class=\"gsc-link-list gsc-u-list-unstyled\" data-block-flow-sm=\"\">\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2025\/12\/17\/brussels-declaration-17-december-2025\/\">Brussels declaration, 17 December 2025<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"\" class=\"gsc-main-section \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<h3>Strategic partnership between the EU and the Western Balkans<\/h3>\n<p>The summit highlighted the importance of the close\u00a0<strong>political and economic relationship<\/strong>\u00a0between the EU and Western Balkans partners, especially in the current geopolitical context and the need for ever-stronger ties between the EU and the Western Balkans.<\/p>\n<p>The EU\u00a0<strong>reaffirmed its commitment to the European Union membership<\/strong>\u00a0perspective of the Western Balkans, and welcomed the progress achieved in the enlargement process.<\/p>\n<blockquote class=\"gsc-blockquote \">\n<div>\n<p>&#8220;The acceleration of the accession process, based on credible reforms by partners, fair and rigorous conditionality and the principle of own merits, is in our mutual interest.&#8221;<\/p>\n<p><em>Brussels declaration<\/em><\/p>\n<\/div>\n<\/blockquote>\n<p>The summit underlined the importance of\u00a0<strong>tangible progress on reforms<\/strong>, alignment with the \u2018acquis\u2019, regional cooperation, good neighbourly relations and reconciliation.<\/p>\n<p>The EU welcomed the Western Balkans partners\u2019\u00a0<strong>commitment to upholding European values and principles<\/strong>, in line with international law, the primacy of democracy, fundamental rights and values and the rule of law, and expects them to demonstrate this in both words and action by taking ownership and implementing the necessary reforms, notably in the area of fundamentals.<\/p>\n<\/div>\n<div class=\"gsc-bge-grid__area\" data-layout=\"4\">\n<div class=\"gsc-card gsc-card--tile\">\n<div class=\"gsc-card__body\">\n<p><a class=\"gsc-card__link gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/eu-western-balkans-relations\/\"><span class=\"gsc-u-sr-only\">EU-Western Balkans relations<\/span><\/a><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"\" class=\"gsc-main-section \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"8\">\n<h3>Gradual integration and the Growth Plan<\/h3>\n<p>The EU is committed to\u00a0<strong>bringing the Western Balkans partners closer<\/strong>\u00a0to the EU during the enlargement process.<\/p>\n<blockquote class=\"gsc-blockquote \">\n<div>\n<p>&#8220;Enlargement is a deeply transformational process. \u00a0Socioeconomic convergence will anchor their future in the European Union.&#8221;<\/p>\n<p><em>President Costa<\/em><\/p>\n<\/div>\n<\/blockquote>\n<p>Their\u00a0<strong>gradual integration<\/strong>, carried out in a reversible and merit-based manner, is ongoing in several policy areas, preparing the ground for accession and bringing concrete benefits for citizens.<\/p>\n<p>The EU is expected to welcome concrete progress on the gradual integration of the Western Balkans partners\u00a0<strong>into the EU single market<\/strong>, notably through the Growth Plan for the Western Balkans.<\/p>\n<p>Launched in 2023, the\u00a0<strong>Growth Plan\u00a0<\/strong>aims to further integrate the Western Balkans partners into the EU single market, advance regional economic cooperation, as well as to incentivise the necessary EU-related reforms by providing up to \u20ac6 billion for reforms and investments.<\/p>\n<blockquote class=\"gsc-blockquote \">\n<div>\n<p>&#8220;EU calls for making the most of the unprecedented opportunities provided by the Growth Plan through timely implementation of reforms.&#8221;<\/p>\n<p><em>Brussels declaration<\/em><\/p>\n<\/div>\n<\/blockquote>\n<p>The Growth Plan has the potential to\u00a0<strong>accelerate economic growth<\/strong>\u00a0in the region over the next decade and to\u00a0<strong>speed up socioeconomic convergence<\/strong>\u00a0between the Western Balkans and the EU, provided that the partners implement the EU-related reforms.<\/p>\n<p>The EU is the Western Balkans&#8217;\u00a0<strong>primary and most reliable partner<\/strong>. This remains a strong expression of a partner\u2019s strategic choice. The EU also welcomed partners&#8217; contributions to the EU\u2019s CDSP missions and operations.<\/p>\n<p>EU and Western Balkans leaders reiterated that they stand united in their unwavering support for and\u00a0<strong>solidarity with Ukraine<\/strong>.<\/p>\n<ul class=\"gsc-link-list gsc-u-list-unstyled\" data-block-flow-sm=\"\">\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/eu-solidarity-ukraine\/\">EU solidarity with Ukraine (background information)<\/a><\/li>\n<\/ul>\n<p>Leaders also discussed cooperation:<\/p>\n<ul>\n<li>in the areas of\u00a0<strong>security and<\/strong>\u00a0defence, notably through the European Peace Facility and the launch of security and defence dialogues<\/li>\n<li>in building<strong>\u00a0resilience<\/strong>\u00a0to hybrid and cyber threats to counter foreign information manipulation and interference<\/li>\n<\/ul>\n<ul class=\"gsc-link-list gsc-u-list-unstyled\" data-block-flow-sm=\"\">\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/security-defence-partnerships\/\">Security and defence partnerships (background information)<\/a><\/li>\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/european-peace-facility\/\">European Peace Facility (background information)<\/a><\/li>\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/cybersecurity\/\">EU cybersecurity: strategy and key policies (background information)<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"\" class=\"gsc-main-section \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"12\">\n<h3>Connectivity<\/h3>\n<p>The EU welcomed the\u00a0<strong>strengthening of connectivity\u00a0<\/strong>within the region and with the EU in energy, and transport.<\/p>\n<p>The EU will continue to support\u00a0<strong>ongoing efforts to diversify the sources and routes of energy supplies<\/strong>, and to contribute to the energy transition in the Western Balkans.<\/p>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"\" class=\"gsc-main-section \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"12\">\n<h3>Cooperation in migration management and combating organised crime and corruption<\/h3>\n<p>The EU and the Western Balkans have a\u00a0<strong>shared responsibility for addressing common challenges.<\/strong><\/p>\n<p>While progress has been made, further action is needed by the Western Balkans partners to fully\u00a0<strong>align their visa policy<\/strong>\u00a0with the EU, to combat the smuggling of migrants and trafficking in human beings, and to further strengthen border management, asylum and reception systems and returns to countries of origin.<\/p>\n<p>Leaders also discussed joint efforts on the<strong>\u00a0<\/strong>fight against corruption, drug trafficking and organised crime, as well as preventing and countering terrorism and violent extremism.<\/p>\n<\/div>\n<\/div>\n<\/section>\n<section id=\"\" class=\"gsc-main-section \">\n<div class=\"gsc-container gsc-bge-grid\">\n<div class=\"gsc-bge-grid__area\" data-layout=\"12\">\n<h2>Background information<\/h2>\n<p>The summit is part of the implementation of the European Council&#8217;s\u00a0<strong>2024-2029<\/strong>\u00a0<strong>strategic agenda<\/strong>.<\/p>\n<ul class=\"gsc-link-list gsc-u-list-unstyled\" data-block-flow-sm=\"\">\n<li data-icon-start=\"arrow-right\"><a class=\"gsc-link\" href=\"https:\/\/www.consilium.europa.eu\/en\/european-council\/strategic-agenda-2024-2029\/\">Strategic agenda 2024-2029 (background information)<\/a><\/li>\n<\/ul>\n<p>Regular EU-Western Balkans summits have been held since 2018. The latest summit between EU and Western Balkans leaders took place in Brussels in December 2024.<\/p>\n<p>The next summit will take place in June 2026 in Montenegro.<\/p>\n<ul class=\"gsc-link-list
